PROJECT MANAGER ANALYTICS SPECIALIST 4 (RETIREMENT SYSTEM)

The Retirement System of the City of Detroit (RSCD) is seeking a highly skilled Project Manager Analytics Specialist 4 to join its team. This position reports directly to the Assistant Executive Director and plays acritical role in ensuring the integrity, transparency, and accountability of RSCDs financial and operational activities.

RSCD administers benefits for thousands of current and retired City of Detroit employees, safeguarding the assets and fiduciary responsibilities of both the General Retirement System (GRS) and the Police and Fire Retirement System (PFRS). As part of this mission, the Auditor III will conduct internal audits, evaluate compliance with financial policies and regulatory requirements, and provide professional recommendations that support the departments long-term financial stability.

The Project Manager & Analytics Specialist possesses expertise in data analysis and has the ability to work with advanced levels of data analytics.

They drive change and process improvements within the customer base. The position of the Project Manager & Analytics Specialist is focused heavily on managing a wide range of projects involving data collection, production, and dissemination relating to strategy, planning, and organizational effectiveness efforts.

Examples of Duties

  • Provides vision, leadership, planning, project coordination and management for the development and facilitation of policy operations, processes, and procedures to meet current and future business demands and needs.
  • Plans, directs, trains, and supervises employees on a daily basis, including assignment of work, performance reviews and recommendations regarding career development and progression.
  • Analyzes data from a variety of database sources and formats for research, systems, and report design.
  • Assists stakeholders in understanding generated reports, outputs, and operational interfaces, and counsels them on their use, and in finding ways to be used to improve their functionality.
  • Assists with the implementation of divisional goals, initiatives and plans.
  • Develops and implements initiatives to improve work processes.
  • Drives fact-based decision making at all levels within the organization.
  • Drives process improvement initiatives, including automation, on the processes/tools used to increase the capability and efficiency of reporting efforts.
  • Investigates and analyzes complex proposed departmental reorganizations of City departments.
  • Manages project development and execution from inception to closure.
  • Presents results of analyses concisely and effectively to ensure adoption.
  • Produces summarization reports, outputs, and operational interfaces that present research findings to stakeholders.
  • Provides recommendations for improving business results, operational efficiencies, and system experiences through in-depth analysis.
  • Provides supporting information to substantiate research findings.
  • Tracks and reports project milestones and status reports.

Minimum Qualifications

Minimum Entrance Qualifications

  • Completion of a Bachelors degree with a major in data analytics, project management, business management, organizational development or a closely related field.
  • Minimum of three (3) to five (5) years supervisory/management experience, including supervising subordinate employees on a daily basis; planning and directing employees work; training and coaching staff; assigning work; conducting performance reviews; providing feedback and making recommendations regarding career development and progression.

Minimum of three (3) years project management experience.

RETIREMENT BENEFITS

City Employees Retirement System

As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

  • Completion of thirty (30) years of service;
  • At age sixty (60) if you have at least ten (10) years of service, or
  • At age sixty-five (65) with eight (8) years of service.
  • In the event of disability, other eligibility rules apply);
  • An early, actuarially reduced, retirement is offered after you have attained at least twenty-five (25) years of service;
