Position Title: Project Manager

Location of Resource: Remote with preference to the NE Region
Where the work will be performed: Remote
Is travel required for this position: 10% to attend staff meetings, public meetings

Responsibilities for this position include, but are not limited to:

Work with the CPS team to implement strategies, provide technical support, partner with stakeholders, and support rulemaking for the advancement and implementation of Appliance Standards.
  • Support the on-going refinement and development of the program.
  • Support the development and execution (including tracking and reporting) of the initiative at hand.
The selected contractor will be responsible for the management of multiple projects through their entire lifecycle, from conceptualization through implementation and project close out. This includes but is not limited to the following:
  • Manage technical and cost-control aspects of multiple on-going projects with minimal supervision.
  • Evaluate, understand, and constructively criticize contractor reports, documents and articles from a technical, literary, logical, and contractual perspective.
  • Consistently follow up with project stakeholders and follow through on all project tasks in a time sensitive fashion.
  • Track deliverables and ensure timely completion of milestones.
  • Demonstrate good judgment and understanding of when to escalate issues.
  • Keep program team abreast of project progress and issues as they arise.
  • Other duties as assigned that contribute to the key outcomes of the Codes & Standards team.
To be considered for this position, you should have:
  • Demonstrated ability to manage a wide range of innovative and complex projects independently and simultaneously under deadline.
  • Developing and managing workplans and budgets and overseeing consultant work products.
  • Demonstrated ability to collaborate with and manage both contractor(s) and internal teams.
  • Excellent critical thinking and problem-solving skills.
  • Proficiency in MS Office Suite.
  • Demonstrated commitment to valuing diversity and contributing to an inclusive working environment.
  • Technical understanding of building systems, especially residential and multifamily.
  • Technical understanding of heat pumps, including installation and commissioning challenges.
  • Ability to understand technical specifications and testing results, and translate them to non-technical staff and management.
General Guidance for Expected Years of Experience:
  • 3-6 Years
Education, Certifications, Degree requirements:
  • Bachelor's Degree required, Masters Degree preferred.
  • CEM, EIT, or PE preferred.

Technical & Professional Skills & Knowledge:
  • Has well developed understanding of relevant technical principles and their application to a program area.
  • Develops/formulates Deployment issues, problems and needs in at least one technical area.  
  • Has acknowledged expertise at conceptual level of technical skills and knowledge in at least one program area.  
  • Has basic understanding of State energy/environmental economic development issues.
Creativity in Project & Program Development:
  • Has developed and managed projects with little specific direction.
  •  Develops new projects and co-funding sources with own initiative.  
  • Carried out development of several projects through competitive solicitation phase that may or may not result from own initiative.  
  • Has provided ideas and rationale for program development in at least one technical area.
Organization Skills & Productivity:
  • Has demonstrated ability to implement projects in a timely manner.
  • Demonstrates the capability to manage all aspects of on-going projects with no supervision.
