Define and manage project scope, schedule, and budget, and address variances with mitigation plans.
Identify and manage project risks across all stakeholders.
Oversee the full SDLC lifecycle: requirements, design, development, testing, deployment, training, and rollout.
Manage cross-functional teams and resource planning within a matrixed environment.
Collaborate with state agencies, social service districts, and technical partners to align on project objectives.
Handle change control, risks, dependencies, issues, and communication plans.
Supervise vendor activities: scope, resources, methodology, and deliverables.
Facilitate meetings for requirement clarification and technical/business decisions.
Provide regular status updates to leadership, sponsors, and governance bodies.
Perform additional duties as assigned by the PMO Lead.

Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Project Manager
Minimum 12 years' experience as a PMO Project Manager and experience working in a PMO supporting Health and Human Services Eligibility system supporting at least one of the following domains: Medicaid, Public Assistance, SNAP, HEAP, or ChildCare with proven experience in data conversion and data modeling, Including working with Legacy systems, ETL teams, and validating data quality.

7+ years of experience with Microsoft Project and Microsoft Project Online, including VBA scripting.
Experience with Agile development methodologies (minimum 5 years).
Knowledge of data governance, privacy regulations, and compliance standards.
Bachelors degree in Business, Computer Science, Engineering, or a related field.
Ability to lead technical discussions with internal teams and integration partners.
PMP or equivalent project management certification required.
