Client is seeking an experienced
Project Leader to plan, organize, and oversee the analysis, development, implementation, and maintenance of enterprise application systems supporting City departments and business operations.
The selected consultant will be responsible for managing the full lifecycle of application development projects, including requirements analysis, system design, data modeling, programming, testing, quality assurance, implementation, scheduling, documentation, and ongoing support activities. This role requires strong coordination with management, technical teams, vendors, and end users to ensure successful project delivery within established timelines and budgets.
The ideal candidate will possess strong leadership skills, application development knowledge, project coordination experience, and the ability to manage multiple priorities while ensuring high-quality technology solutions.

Experience• 5+ years of experience leading application development projects.
• Experience managing the full Software Development Lifecycle (SDLC).
• Experience gathering and analyzing business and technical requirements.
Experience overseeing:- Application design
- Data modeling
- Programming
- Testing
- Quality Assurance
- System implementation
• Experience coordinating cross-functional teams.
• Experience managing project schedules and deliverables.
• Experience ensuring projects are completed within budget.
• Experience supporting enterprise business applications.
Preferred Qualifications• Government or Public Sector experience.
• Experience leading enterprise application development initiatives.
• Experience with Agile and Waterfall methodologies.
• Experience managing software development teams.
• Experience with business process analysis and improvement.
• Experience supporting large-scale enterprise systems.
• PMP, Scrum Master, or related project management certifications preferred.
