Overview
The Projects Funds Administrator oversees the financial and contractual administration of City construction projects, ensuring accurate processing of payments, compliance with contract and grant requirements, and proper documentation throughout each project's lifestyle. This position supports Construction Management and Treatment Construction teams by managing pay applications, tracking key project documents, monitoring budgets, and coordinating funding needs. The Projects Funds Administrator also ensures adherence to prompt-pay standards, maintains organized project records, and provides ongoing support and guidance during construction meetings.
Responsibilities
- Oversees a staff of 53 including 2 Assistant Directors, 2 Construction Managers, 7 Senior Project Managers, and 42 Construction Inspectors within the Construction Management and Treatment Construction divisions by processing, tracking, and maintain all project documentation
- Manages digital projects files in Trimble and SharePoint, ensuring that all projects reports, such as Construction Status Report (CSR), the To-Do list (TDL), and Project Templates are accurate, and uploaded to appropriate folders
- Drafts schedules of Values, executes payments for CIP/Bond projects, Streets and Utilities IDIQ Delivery Orders (DO's) and FMAC Task orders (TO's), Time and Materials contracts and reviews monthly pay allocations exceeding $25M+
- Investigates discrepancies. monitors budgets, reconcile project quantities, and coordinates funding with Contracts/Funds Administrators (CFA's) for CIP/Bond projects, DO's, TO's, and CO's
- Reviews and ensures that financial requirements within Engineering Services project contracts entered between the City of Corpus Christi and vendors are followed by all staff of the Construction Management and Treatment Construction divisions, contractors, A&E firms and stakeholders
- Coordinate with the Engineering Department staff and Accounts Payable to ensure the City's Standard Operating Procedure for the 30-day prompt pay requirements are followed
- Reviews Federal and State grant terms to ensure compliance during funds disbursement
- Verifies compliance with Davis-Bacon wages, Certified Payroll, Buy America requirements, materials-on-hand (MOH) reporting, and other grant-specific contractually mandared requirements of Grant projects
- Participates in weekly construction meetings for all of Construction Management and Treatment Construction projects to provide updates construction project processes
- Maintains frequent communication with internal teams and contractors to ensure transparency of any issues regarding the 30-day prompt pay, change order execution, submittal requirements, and required close out documents
Position Type and Typical Hours of Work
- Non-Exempt - Full-Time
- Flexibility to work evenings, weekends, and holidays is a schedule requirement

Minimum Qualifications
- Bachelors Degree (BA/BS)
- Three (3) years of experience

- A valid driver's license is required; successful out-of-state candidates must be able to obtain a valid Texas driver's license within 90 days of hire

A recruitment consultant will evaluate all applications against the posted qualifications. The city may also conduct additional skill assessment tests, in addition to the panel interview
