Position Overview
EOHHS is seeking a highly organized and collaborative Project Funding Manager (PFM) to support MassHealth Data & Analytics (D&A) technology initiatives within the Enterprise Data Management & Engineering (EDME) organization.


This role is responsible for helping MassHealth secure, manage, and maintain federal funding for major Medicaid technology investments. The PFM will manage funding documentation, budget forecasting, financial tracking, vendor contract alignment, CMS submissions, and compliance activities while supporting Advanced Planning Documents (APDs) and other federal funding requirements.


The ideal candidate will have strong experience in project funding, grants management, contract administration, budgeting, procurement, compliance documentation, and stakeholder coordination. Prior APD experience is beneficial but not required.


Key Responsibilities
Funding Management & APD Support
  • Lead the development, maintenance, and submission of APDs, APD Updates, CMS submission packages, funding tables, and supporting narratives.
  • Translate project plans, milestones, budgets, risks, and outcomes into funding documentation that supports CMS approval and compliance.
  • Coordinate responses to CMS requests, questions, approval conditions, and follow-up activities.
  • Track submission schedules, funding deadlines, and Federal Financial Participation (FFP) requirements.
Budgeting & Financial Management
  • Maintain project funding and financial tracking reports.
  • Track federal and state funding allocations, expenditures, encumbrances, forecasts, and budget variances.
  • Support budget planning and forecasting activities across MassHealth D&A initiatives.
  • Review timecard coding and resource allocation reporting for compliance.
Contract & Procurement Support
  • Support development and review of: 
    • RFPs
    • Contracts
    • Contract Amendments
    • Interagency Agreements
    • Statements of Work (SOWs)
  • Ensure funding approvals align with contracts, procurements, and vendor activities.
  • Track vendor deliverables, contract periods, amendment status, and spending limits.
  • Support vendor invoice and contract management activities.
Stakeholder Coordination
Collaborate with:

  • Support monthly, quarterly, and annual reporting activities.
  • Present financial and project information to executive leadership and stakeholders.
Governance & Documentation
  • Maintain document repositories, templates, SOPs, version controls, and quality assurance processes.
  • Ensure project and funding documentation is complete, accurate, auditable, and compliant.
  • Support compliance reporting, systems certification activities, and governance reviews.
  • Promote project management, funding, and documentation best practices.
Required Qualifications
  • Bachelor's degree in Business Administration, Finance, Public Administration, Information Systems, or related field, or equivalent experience.

  • Medicaid, MassHealth, CMS, or Healthcare industry experience.
  • Experience supporting APDs (Advanced Planning Documents).
  • Experience with federal funding programs and FFP funding.
  • Experience supporting government technology programs.
  • Experience within PMO organizations.
  • Experience supporting large-scale data, analytics, or technology initiatives.
