    Position Overview:

Do you want to play a pivotal role as the licensed qualifier who enables an entire company to take on cabling, fiber, and electrical low-voltage work? If so, this might be the right position for you!


    We are seeking a Project Foreman and Estimator to serve as Harbor IT's (and its subsidiaries', including NetXperts') Responsible Managing Employee (RME) for both the C-10 (Electrical) and C-7 (Low Voltage Systems) contractor licenses with the California Contractors State License Board (CSLB). In addition to holding and maintaining these qualifications, you will be a hands-on contributor in the field, helping assess and quote cabling and fiber jobs, deploying infrastructure, performing Level 1 IT and network tasks, and helping identify new business through RFP and open bid scanning.


    This is a unique hybrid role that blends licensing/compliance responsibility with hands-on field execution. The ideal candidate carries active C-10 and/or C-7 credentials (or clearly qualifies for them), has documented journey-level or supervisory experience in low-voltage and/or electrical work, and is willing to serve as the company's qualifier and take the CSLB trade exam if required.


    Key Responsibilities:

    Licensing & Qualifier (RME) Responsibilities:

    • Serve as Harbor IT's Responsible Managing Employee (RME) / qualifier for both the C-10 (Electrical) and C-7 (Low Voltage Systems) contractor licenses with the CSLB.
    • Maintain active, in-good-standing qualifications and complete the CSLB trade exam(s) if  to qualify the company.
    • Provide the documented journey-level or supervisory experience needed to support the license application(s), including references from prior employers, contractors, and project records.
    • Ensure field work performed under the C-10 and C-7 licenses complies with applicable codes, standards, permitting, and CSLB requirements.
    • Provide technical oversight and guidance to ensure work quality meets licensing and safety standards.

    Licensing & Qualifier (RME) Responsibilities:

    • Assess and scope structured cabling and fiber optic jobs, including site walks and requirements gathering.
    • Help prepare accurate quotes, estimates, and Bills of Materials (BOMs) for cabling and fiber projects.
    • Partner with Sales and Solutions teams to validate labor, materials, and timelines for low-voltage scopes of work.

    Field Deployment & Installation:

    • Deploy and install structured cabling, fiber optic runs, patch panels, racks, and related low-voltage infrastructure.
    • Perform terminations, testing, labeling, and certification of copper and fiber cabling to industry standards.
    • Execute installations at customer sites, including enterprise campuses, airports, and critical infrastructure environments.

    Level 1 IT & Network Tasks:

    • Perform Level 1 IT deployment tasks, including racking and stacking equipment, staging hardware, and wireless access point (AP) deployment.
    • Provide Level 1 network troubleshooting, including physical layer checks, connectivity verification, and basic device configuration under guidance.
    • Support broader project teams with hands-on field execution as needed.

    Business Development Support:

    • Scan for RFPs, RFQs, and open bids relevant to cabling, fiber, low-voltage, and electrical scopes of work.
    • Flag qualifying opportunities to leadership and support the response process with technical scoping input.

    Documentation & Collaboration:

    • Maintain accurate field documentation, as-built drawings, test results, and project records.
    • Track time and provide status updates through ConnectWise or equivalent tools.
    • Collaborate with Project Managers, Engineers, and Sales to ensure smooth delivery and customer satisfaction.


    Qualifications:

    Profile A: Fully License-Qualified

    • Qualifies for both a C-10 (Electrical) and a C-7 (Low Voltage Systems) license.
    • Has verifiable experience supporting the qualification requirements for both C-7 and C-10.
    • Is willing to become Harbor IT's qualifier (RME) for both C-10 and C-7.

    OR

    Profile B: Active License + Documented Experience

    • Holds an active C-10 or C-7 license, and also has 4+ years of journey-level or supervisory experience in low-voltage and/or electrical work.
    • Can document experience through prior employers, contractors, project records, and references.
    • Is willing to become Harbor IT's qualifier (RME) for both C-10 and C-7.
    • Is willing to take the CSLB trade exam if required.


    Technical & Field Skills (Both Profiles):

    • Hands-on experience with structured cabling and fiber optic installation, termination, testing, and certification.
    • Familiarity with low-voltage systems, pathways, cable management, racks, and enclosures.
    • Ability to read and interpret site drawings, floor plans, and cabling schedules.
    • Working knowledge of industry standards (e.g., BICSI, TIA/EIA, NEC as applicable to low-voltage and electrical work).
    • Basic IT/network familiarity, including racking and stacking, staging, wireless AP deployment, and Level 1 troubleshooting.


    Customer Service & Communication Skills:

    • Strong verbal and written communication skills with a professional, customer-first demeanor.
    • Ability to represent Harbor IT credibly at customer sites and in the field.
    • Team-oriented mindset with the ability to collaborate across Sales, Engineering, and Project Management.


    Additional Skills:

    • Valid driver's license and ability to travel to customer sites (including airports and enterprise campuses).
    • Ability to lift, pull cable, use ladders/lifts, and perform physical field work in line with job requirements.
    • Willingness to work occasional evenings and weekends for scheduled installations and cutovers.
    • Attention to detail, safety-conscious mindset, and commitment to quality workmanship.
