    Operations & Compliance Coordinator

    POSITION SUMMARY

    Lead compliance, regulatory adherence, and operational coordination across RoadGuard, GSI, and Access Limited project portfolios. Serve as the critical bridge between engineering, field operations, procurement, and client management—ensuring rigorous documentation and flawless compliance tracking at every stage.

    As the RoadGuard East compliance lead, you'll own IFTA and fleet compliance, fuel reconciliation, EZPass management, oversized vehicle permits, ECMS support, prequalifications, and NY EBO compliance. Collaborate seamlessly across contracts, prequalifications, RoadGuard East operations, and job setup and logistics to support the Director of Operations in preventing compliance gaps and keeping projects on time and on budget.

    PRIMARY RESPONSIBILITIES

    • Contract Review & Risk Analysis: Review contracts against bid estimates to identify cost gaps (traffic control, permitting, labor) and compliance risks; escalate findings to management
    • Insurance & Bonding Coordination: Manage bond, insurance, and OCIP coordination to ensure adequate coverage for labor, liability, and specialized hazards
    • DOT Prequalification Management: Oversee NJ/PA/DE DOT prequalification including DC18 forms, employer verification, and certifications; coordinate DBE/EEO documentation
    • Project Setup & Field Coordination: Execute B2W to ProContractor mapping, bid portal submissions, site visits, and field data collection
    • Schedule & Budget Oversight: Monitor project schedules and budgets, flag variances, maintain documentation, and facilitate communication between internal teams and clients
    • Compliance Portfolio Leadership: Own the RoadGuard East compliance program—IFTA, fleet tracking, fuel reconciliation, EZPass, oversized permits, ECMS, and NY EBO compliance

    KEY COMPETENCIES

    • Attention to Detail: Errors cascade into cost overruns, compliance violations, and reputational risk—this is non-negotiable
    • Multitasking & Prioritization: Juggle concurrent demands across contracts, RoadGuard East compliance, procurement, and job setup
    • Communication: Bridge internal teams and external partners (clients, DOT, insurers, bonding companies) with clarity and professionalism
    • Technical Proficiency: Advanced Excel skills (formulas, data organization, reporting); comfort with Word and web-based project management/accounting platforms
    • Contract & Compliance Expertise: Identify missing or conflicting terms, cost overruns, and compliance risks before they become problems
    • Proactive Risk Management: Flag risks, deadlines, and data gaps before they escalate

    REQUIRED QUALIFICATIONS

    • High school diploma or equivalent
    • 2+ years of experience in project coordination, construction compliance, contract administration, or operations support
    • Demonstrated contract review and compliance identification experience
    • Intermediate proficiency in Excel, Word, and web-based project management/accounting platforms
    • Exceptional attention to detail and organizational skills
    • Professional communication and multitasking abilities
    • Working knowledge of IFTA, fleet compliance, DOT, ECMS, EZPass, oversized vehicle permits, and NY EBO regulations

    AUTHORITY & OWNERSHIP

    • Review contracts for compliance and risk; provide assessment and recommendations to management
    • Own the RoadGuard East compliance portfolio independently: IFTA, fleet tracking, fuel reconciliation, EZPass, oversized permits, ECMS, and NY EBO compliance
    • Manage and maintain driver qualification files, equipment registration, prequalifications, and compliance records
    • Identify and communicate compliance risks, schedule threats, and budget concerns directly to the Director of Operations
