    JOB TITLE:SMP Project Manager (Program Specialist 4)
    AGENCY: Pennsylvania Department of Aging (PDA), Education and Outreach Office
    INITIATIVE: Pennsylvania Senior Medicare Patrol (SMP)
    POSITION TYPE: Contracted Full-Time / Monday-Friday 37.5 hours (8:00am-4:30pm with one hour lunch 12pm-1pm)
    NUMBER OF POSITIONS: One Full-time
    PROJECT DURATION: June 1, 2026 May 31, 2028
    START DATE: August 31, 2026

    POSITION BACKGROUND

    This contracted position is responsible for overseeing the delivery of Senior Medicare Patrol (SMP) services statewide to Pennsylvania's Medicare beneficiaries, their families, and caregivers regarding how to prevent, detect, and report Medicare fraud, errors, and abuse. This position is responsible for developing and monitoring the SMP program and policies; determining compliance with federal, state, and department regulations, objectives, and reporting; developing and recommending policies, procedures, and standards governing the statewide program; developing reports on program effectiveness; and supervising the provision of the program's consultative services and technical assistance for outreach and complex casework. The incumbent oversees statewide community outreach efforts and Medicare beneficiary empowerment with the goal of stopping fraud before it occurs. The incumbent supervises the four Regional Program Specialists. The program is housed in PDA's Education and Outreach Office.

    MINIMUM QUALIFICATIONS
    Required:

    " Minimum of two (2) years of professional experience developing and implementing human services program projects.
    " Minimum of three (3) years of professional experience in human services providing human services-related education, outreach, research, or training, and a bachelor's degree in communications, social work, public health, or a related field. Equivalent experience and training may be considered.

    Preferred:
    " Prior experience working within a statewide human services program.
    " Prior experience working as a federal grantee and with federal grant reporting.
    " Prior supervisory experience or progressive experience within a human services program.
    " Knowledge of the goals, objectives, principles, and practices of human services administration and program operations.

    DUTIES
    Program Administration:

    " Perform the full range of supervisory duties including directing and supporting the four Regional Program Specialists.
    " Supervise the evaluation of regulations, policies, and procedures to ensure conformance with departmental objectives.
    " Recommend changes for future regulations and legislation impacting the SMP program.
    " Oversee program data analysis to implement program planning and grant applications.
    " Plan, coordinate, administer, and manage the implementation of the SMP federal grant.
    " Monitor and assess SMP results through operational and quality measures as entered into SMP's database, ensuring data governance compliance.
    " Oversee SMP Volunteer Risk and Program Management (VRPM) implementation.
    " Draft required federal semi-annual and annual program progress reports.
    " Provide technical assistance, consultation, and handling of complex SMP casework, including one-on-one beneficiary support and complaint resolution, Medicare policy interpretation, federal law enforcement referrals, and consumer education.
    " Participate in webinars, training sessions, and calls with federal partners that include Administration for Community Living (ACL) and Centers for Medicare and Medicaid Services (CMS) and attend annual national ACL conference.
    " Successfully complete SMP foundations training and SMP group outreach training.
    " Successfully complete SMP complex interactions training and SMP counselor training.
    " Successfully complete required ACL annual privacy and confidentiality training.
    " Other duties as assigned.

    Outreach and Partnerships:
    " Oversee the development of advertising, media, social media, and outreach campaigns to promote SMP services and educate the public on Medicare fraud, abuse, and errors, ensuring the proper use of the grant disclaimer language.
    " Develop an annual statewide SMP outreach plan with the SMP Regional Program Specialists and the SMP Project Director.
    " Identify goals, objectives, desired outcomes, and key timelines for SMP outreach, assessing gaps in program reach to strengthen SMP services.
    " Communicate SMP program goals, objectives, and policies to government officials, aging organizations, and other stakeholders.
    " Provide training, consultative services, and technical assistance to department staff, service providers, consumers, advocates, and other stakeholders.
    " Coordinate with PA MEDI and MIPPA programs within the Education and Outreach Office to expand brand awareness and enhance programmatic impact.
    " Develop an outreach tracking system within internal systems (Microsoft Office Suite).
    " Respond to changes in the programmatic landscape and identify outreach opportunities.

    ESSENTIAL FUNCTIONS:
    " Oversee the development and implementation of statewide SMP program initiatives.
    " Utilize a variety of computer software programs, including PDA's standardized documentation system (Microsoft Office Suite) with a secure internet connection.
    " Apply Health and Human Services (HHS) grants management policies according to the HHS Grants Policy Statement and related Code of Federal Regulations (CFR).
    " Demonstrate excellent verbal and written communication skills.
    " Accurately and timely record information and meet all legal and statutory timeframes.
    " Travel statewide, approximately 20% of business hours.
    " Perform the full range of supervisory duties.

    JOB LOCATION:

    This full-time position is located in Harrisburg. The incumbent will work from home or be traveling depending on determined activities. Activities are conducted both virtually and in-person.
