About the role
The Program Operations Manager is responsible for driving the operational execution and day-to-day management of a strategic enterprise program. This role drives integrated planning, governance forums, risk and issue triage and monitoring, and stakeholder communications; manages intake, triage, and cross-pillar dependency tracking and coordinates remediation execution planning and delivery. Success in this role requires exceptional communication, stakeholder engagement, and change management capabilities to drive awareness, adoption, and accountability for program requirements across a diverse global organization. This role requires an experienced professional who can keep delivery aligned to program requirements and leading practices, support effective use of enabling technology, and help ensure the program is executed consistently across 72 jurisdictions and stakeholder groups.
Responsibilities
- Manage and maintain the program operating cadence, including the integrated plan, governance forums, risk log, and communications.
- Lead the intake and triage process across program pillars; maintain a transparent pipeline and support prioritization aligned to agreed criteria and capacity.
- Participate in internal reporting processes related to records management compliance and potential risks.
- Oversee dependency tracking across pillars and partners (including IT/Data coordination) and across business units (BUs)/regions; surface constraints, drive resolution, and manage escalations.
- Drive remediation execution planning and coordinate delivery with BUs/regions; track milestones, readiness, and dependencies across workstreams.
- Develop and support execution of awareness campaigns and internal communications to support adoption of program requirements, processes, and ways of working.
- Partner with key stakeholders to develop and maintain training and awareness materials that educate employees on records and information management policies, procedures, and responsibilities, fostering a culture of compliance and accountability.
- Collaborate with Legal, Compliance, IT, Data, and business stakeholders to support consistent execution and risk issue resolution across jurisdictions.
- Conduct periodic reviews and program health checks (e.g., risks, dependency aging, and delivery progress) and identify areas for improvement.
- Review and analyze program reports, assessments, and stakeholder inputs to identify gaps and develop remediation plans and follow-through actions.
- Support capacity and resource planning; track demand versus capacity and support sequencing and resourcing decisions.
- Track budget/financials (budgeting, forecasting, and variance tracking) and support financial reporting for governance.
- Track benefits-realization actions and evidence needs; prepare executive-ready updates and materials to support decisions.
- Oversee vendor/service-provider coordination related to organization operations (as applicable), ensuring dependencies and service issues are managed through to closure.
- Stay current on evolving records and information management practices, enabling technologies, and relevant requirements, and translate updates into program communications and operational changes.
Requirements
- Bachelor's degree in a relevant field (e.g., Information Management, Library Science, Business Administration, or related) or equivalent experience.
- 7+ years of experience in program operations/PMO, Legal Operations, information governance, records and information management, risk/compliance operations, or a closely related role in a large, complex organization.
- Demonstrated experience running program operating cadence and governance (e.g., integrated plans, risk and issue management, dependency tracking, action management, and executive-ready status reporting).
- Experience managing intake and triage processes, prioritization workflows, and maintaining transparent pipelines/backlogs across multiple workstreams.
- Proven ability to coordinate remediation planning and execution across cross-functional teams (e.g., Legal, Compliance, IT, Data, and business stakeholders) and across regions.
- Strong stakeholder management and facilitation skills; able to drive issues to closure and manage escalations appropriately.
- Experience developing training, communications, and adoption materials (e.g., playbooks, FAQs, toolkits, templates).
- Experience supporting program health checks, assessments, or audit-readiness activities; able to document gaps, track evidence needs and manage remediation follow-through.
- Working knowledge of RIM/records lifecycle concepts (e.g., classification, retention, legal hold support, storage/retrieval, and defensible disposition) across physical and digital records preferred.
- Relevant certifications preferred (e.g., PMP/PRINCE2, CRM/IGP, CRA, CIP, CIGO, ARMA Essentials of RIM Certificate).
