The Program Monitor-LDH plays a vital role for the Louisiana Department of Health in the Behavioral Health community by utilizing CLSH's values and mission to deliver quality and effective care to our patients. Minimum Qualifications

Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor's degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Technically review facility program professional services contracts for detail to ensure that information contained is in compliance with LDH policies and procedures and federal guidelines which include: review contract for appropriate signatures, check thoroughly for Federal Tax ID numbers, correct name and address, parishes served, effective start and termination dates, contract amount, terms of payment (types and rates of repay, terms of advance, etc.), assure licenses are current or have been

applied for, follow up on contract corrections, and make sure other attachments are included.

  • Coordinates information needed for professional services contracts, Cooperative Endeavor Agreements (CEAs), Request for Proposals (RFPs), operational services contracts, leases, and other agreements.
  • Track contracts through the approval process which involves facility program managers, LOH Contracts and Review Section, Division of Administration (DOA) Office of State Procurement (OSP) and LaGOV. Must be able to identify the physical location of all contracts.
  • Research and analyze policies related to statewide health or social service program(s). This includes gathering information needed for professional services contracts, CEAs, and RFP/l/As.
  • Log contracts, CEAs, RFPs, budget revisions and amendments into data base on a daily basis.

Position-Specific Details:

Appointment Type: Probational, Promotional, Demotion, or Transfer

Compensation: This position has a Minimum Hire Rate of $25.31 hourly ($2024.80 bi-weekly)

Schedule: M-F; 8:00am - 4:30pm
