About This Role

The DC Office of the Chief Technology Officer (OCTO) seeks a Master-level Program Manager to lead project management, reporting, and delivery oversight across the web team’s portfolio. The portfolio spans more than 100 agency websites; the flagship is the dc.gov redesign, which comprises design implementation, content migration, agency-wide launch, and integration of AI-powered search. You will bring structure, visibility, and accountability across the full portfolio, ensure each sub-project has a defined scope and milestone plan, and give OCTO leadership a clear, current picture of status across all active work.

 

Responsibilities

Establish and maintain a portfolio-wide tracking system (RAID log, milestone schedules, dashboard) across all active web team projects
Run a recurring status-reporting cadence to OCTO leadership across the full portfolio
Partner with OCTO subject matter experts to define project requirements and scope, including initiatives that may need external vendor support
Advise on vendor and contractor scoping and deliverables, drawing on SOW structure and government IT procurement norms
Track risks, issues, dependencies, and action items across projects, and escalate to OCTO leadership as needed
Report on project status, milestones, and delivery readiness across the portfolio, with the dc.gov relaunch as the flagship initiative
Bring structure, visibility, and accountability across a portfolio of concurrent initiatives spanning more than 100 agency websites

 

Qualifications

Bachelor’s degree in IT or a related field, or equivalent experience; qualifies for a Master-level role (16 plus years total experience)
11 plus years of program/project management experience, including large-scale website or CMS transition and migration projects
Requirements gathering and project scoping working directly with subject matter experts (8 plus years)
Drupal CMS content migration and administration (6 plus years) and website content-migration practices
Stakeholder management in a multi-agency government or enterprise environment (10 plus years)
Experience supporting or informing scope-of-work development for external vendor contracts (SOWs, deliverables, acceptance criteria)
Strong communication, organizational, and stakeholder-management skills
Preferred: PMP certification; website launch planning and change management; QA/content auditing; AI/ML project delivery familiarity; prior DC government or comparable public-sector experience
