Program Manager, Talent Management
Location: Houston, TX 77002 (Hybrid)
Duration: 6 months contract
Pay Rate: Starting at $70.00 per hour
Position Summary
We are seeking an experienced Program Manager, Talent Management to lead the development, execution, and continuous improvement of enterprise-wide talent programs. This role is responsible for driving performance management, talent review processes, goal-setting initiatives, and leadership development strategies that strengthen organizational effectiveness and employee growth.
The ideal candidate combines strong project management expertise with change management, stakeholder engagement, and data analytics capabilities. This individual will partner across Human Resources, leadership teams, and HR technology functions to design scalable talent solutions that align with business objectives and foster a high-performance culture.
Key Responsibilities
Talent Management Program Leadership
- Lead the planning, implementation, and ongoing enhancement of talent management programs, including performance management, talent reviews, succession planning, and employee development initiatives.
- Design and optimize talent processes that support organizational goals, workforce effectiveness, and leadership development.
- Ensure consistency, scalability, and alignment of talent strategies across business functions.
Project & Change Management
- Manage enterprise-wide talent management projects from inception through execution, including timelines, stakeholder engagement, risk management, and program adoption.
- Develop and execute comprehensive change management plans to support program launches and process enhancements.
- Create communication strategies that drive awareness, engagement, and successful adoption of talent initiatives.
Training & Stakeholder Support
- Develop training materials, toolkits, resources, and employee guides to support talent management programs.
- Facilitate training sessions, workshops, and leadership discussions related to performance management and talent reviews.
- Serve as a trusted advisor to leaders, managers, HR partners, and employees regarding talent processes and best practices.
HR Technology & Process Optimization
- Partner with HR systems and technology teams to maximize talent management platforms and enhance user experiences.
- Identify opportunities for process automation, efficiency improvements, and system enhancements.
- Support testing, implementation, and ongoing maintenance of talent-related technology solutions.
Analytics & Reporting
- Track and analyze key talent metrics to measure program effectiveness and business impact.
- Develop reports, dashboards, and insights for senior leadership regarding talent trends, organizational readiness, and workforce development.
- Use data-driven recommendations to improve talent outcomes and inform strategic decision-making.
Cross-Functional Collaboration
- Collaborate with HR Centers of Excellence, business leaders, learning and development teams, and workforce planning functions to ensure alignment of talent initiatives.
- Support broader people strategies by integrating talent management programs with organizational development and employee experience efforts.
Required Qualifications
Education
- Bachelor's degree in Human Resources, Business Administration, Organizational Development, Psychology, or a related field.
- Equivalent combination of education and relevant experience may be considered.
Experience
- 5-8+ years of experience in Talent Management, Organizational Development, Learning & Development, or a related HR discipline.
- Demonstrated experience managing enterprise-level performance management and talent review programs.
- Proven success leading cross-functional projects and organizational change initiatives.
- Experience developing training, communication, and employee engagement materials.
Knowledge, Skills & Abilities
- Strong understanding of modern talent management frameworks, performance management methodologies, and employee development strategies.
- Ability to analyze workforce data and leverage insights to drive business recommendations.
- Experience designing and implementing change management strategies.
- Knowledge of human-centered design principles and employee experience methodologies.
- Exceptional communication, presentation, facilitation, and stakeholder management skills.
- Strong organizational, project management, and problem-solving abilities.
- Ability to influence leaders and drive adoption across multiple levels of an organization.
Preferred Qualifications
- Experience with Human Capital Management (HCM) systems, such as Oracle HCM, Workday, SAP SuccessFactors, or similar platforms.
- Professional certifications in Talent Management, Human Resources, Project Management, or Change Management preferred.
- Experience supporting large-scale organizational transformation or workforce development initiatives.
