Job Description
The Technical Program Manager leads the Business Integrated Solutions Division’s technical support team, focusing on the adoption and use of Microsoft Power Apps and Power Automate across the agency. This role oversees analysts supporting business users, leads training and community initiatives, and ensures delivery of scalable, compliant solutions. The position partners with senior leadership and cross-functional teams to manage priorities, drive governance, and deliver impactful solutions. Occasional hands-on support may be required to troubleshoot or build simple applications and workflows.
Responsibilities
Technical Program Leadership
Manage intake, prioritization, and allocation of program requests and initiatives
Oversee delivery of Power Platform solutions, ensuring alignment with security and compliance standards
Establish and maintain governance frameworks, best practices, and lifecycle processes for low-code solutions
Identify risks and implement mitigation strategies to maintain program stability
Technical Support & Development
Provide hands-on support building or troubleshooting Canvas Apps and Power Automate flows when required
Review and guide solution design to ensure scalability and adherence to standards
Develop and maintain documentation for solutions and processes
Training & Adoption
Lead training sessions, workshops, and enablement initiatives for business users
Support the Power Platform Community of Practice and drive adoption across the agency
Collaboration & Communication
Partner with IT, security, and business stakeholders to align solutions with organizational goals
Communicate program status, risks, and recommendations to leadership through presentations and reporting
Support a matrixed team structure and contribute to development of analysts across the division
Requirements
Minimum Qualifications
7+ years of experience in technical program management, product ownership, or enterprise application delivery
7+ years of proven experience working with Microsoft Power Platform
7+ years of demonstrated ability to lead and develop team members while managing both strategy and operations
7+ years of experience with executive communication and presentation
7+ years of experience managing competing priorities and allocating work based on capacity and organizational needs
Must be legally authorized to work in the United States without employer sponsorship, now or in the future
Must physically reside in the United States for the duration of the assignment
Must be local to Richmond, VA with address verification required
Must be able to interview in person and work onsite in Richmond, VA
Preferred Qualifications
Hands-on experience with Power Apps, Power Automate, Power BI, or Dataverse
Certifications in Microsoft Power Platform or Azure
Experience implementing governance for low-code/no-code platforms
Background in user training, adoption, or change management
Experience in public-sector or transportation environments
Experience leading and managing teams
