    Program Manager – Naval Postgraduate School (NPS) Extended Campus Support Services

    Location: Monterey, CA (Onsite at NPS)
    Clearance: Public Trust
    Position Type: Key Personnel – Program Manager
    Contract: IDIQ Naval Postgraduate School Research and Educational Support Service (RES) IDIQ
    Task Order: NPS Extended Campus Support Services

    Salary range: $140,000-$160,000

    Position Overview

    The Program Manager will provide overall leadership, direction, and oversight for contractor performance under the NPS Extended Campus Support Services Task Order. This role serves as the primary interface between the Government’s Contracting Officer Representative (COR) and the contractor’s workforce, ensuring seamless communication, operational excellence, and full compliance with contract requirements.

    The Program Manager is empowered to make day‑to‑day decisions on behalf of the contractor and is responsible for ensuring all services are delivered effectively, efficiently, and in alignment with the Performance Work Statement (PWS). This position is designated as Key Personnel and may not simultaneously serve in any other contractor role under this contract.

     

    Key Responsibilities

    • Provide overall program management and oversight for all contractor activities under the task order.
    • Serve as the primary point of contact for the Government COR and contractor staff.
    • Lead planning, coordination, and execution of all contract requirements.
    • Ensure timely delivery of all services, deliverables, and reporting obligations.
    • Manage staffing, performance, and resource allocation to meet mission needs.
    • Oversee quality assurance and risk management processes.
    • Support strategic planning and continuous improvement initiatives.
    • Maintain full compliance with contract terms, policies, and performance standards.

     

    Required Qualifications

    Experience

    • Minimum 5 years of program management experience in an environment comparable to the scope and complexity described in the PWS.

    Education

    • BA/BS degree in administrative, management, communications, or a related business discipline.

    Certifications

    • None required.

    Clearance

    • Ability to obtain and maintain a Public Trust clearance.

    Other Requirements

    • Must be fully empowered by the contractor to make operational decisions.
    • Must not concurrently work as a contractor employee under any other task order within this contract.
