Zolon TTS, LLC is the prime contractor supporting the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), Ranges, Engineering and Analysis Department (Code 70), delivering full-spectrum undersea test and evaluation (T&E) and fleet training capabilities across a portfolio of programs and service cost centers, including the In-Service Engineering Agent (ISEA) Range, the Undersea Warfare Training Range, and the Advanced Instrumentation Systems Technology (AIST) Program, among others. Code 70 also operates detachments including the Atlantic Undersea Test and Evaluation Center (AUTEC) and multiple Shipboard Electronic Systems Evaluation Facilities (SESEF) worldwide. Zolon is seeking a Program Manager who will provide business services in the areas of program management, financial management, and office management in support of Code 70's mission, working across Navy Enterprise Resource Planning (ERP), Enterprise Data Capabilities (EDC), and related NUWCDIVNPT financial and program systems.
Job Responsibilities:
Serve as the principal liaison between the contractor and the Government, ensuring effective communication with the COR and other government stakeholders.
Provide overall program management, technical leadership, and strategic direction for all task order activities.
Plan, organize, and oversee contractor personnel and resources to ensure successful execution of contract requirements.
Independently commit company resources necessary to support task order performance and resolve operational issues.
Ensure timely completion of deliverables, milestones, and reporting requirements in accordance with the task order.
Monitor project performance, schedule, cost, and quality metrics, implementing corrective actions when necessary.
Manage risk identification, mitigation strategies, and issue resolution related to program execution.
Coordinate across technical teams, subcontractors, and corporate leadership to ensure integrated support to the Government.
Provide status briefings, progress reports, and program updates to the COR and senior company leadership.
Maintain a direct line of communication with senior corporate management to ensure rapid escalation and resolution of issues affecting contract performance.
If operating remotely, ensure effective daily oversight through established communication channels, virtual coordination, and regular engagement with on-site personnel.
Required Qualifications:
Bachelor's degree in engineering, Computer Science, Information Systems, Business Administration, Management, or a related technical discipline from an accredited institution.
A Master's degree in a related field is preferred and may substitute for additional years of experience.
Project Management Professional (PMP) certification or equivalent program management certification is highly desirable.
Minimum 10 years of professional experience in program or project management supporting Department of Defense (DoD), Navy, or federal government programs, or similarly complex technical programs.
Minimum 5 years of experience managing technical teams and coordinating multi-disciplinary project activities.
Demonstrated experience serving as a primary liaison with government leadership, including Contracting Officer's Representatives (CORs) and senior stakeholders.
