Description
The Program Manager / Library Administrator will lead operations supporting a federal scientific and technical intelligence library supporting more than 1,200 government users worldwide. he Program Manager / Library Administrator provides overall leadership and management for the library, ensuring successful execution of contract requirements, operational excellence, and exceptional customer support.
This role oversees the assignment and quality of research, acquisitions, and library operations while serving as the primary liaison to the Government's Contracting Officer (CO), Contracting Officer's Representative (COR), and customer organizations. Responsibilities include managing contract budgets, financial planning, reconciliation, and performance reporting; supervising and developing library staff; and ensuring timely delivery of monthly reports and other contractual deliverables.
The Program Manager fosters strong customer relationships by providing strategic guidance on library resources, identifying emerging information needs, and promoting relevant scientific and technical publications. The position also drives continuous improvement by soliciting customer feedback, implementing innovative technologies and business processes, improving operational efficiency, and enhancing access to library resources in support of the agency's mission.

Salary Description
$115,000 - $145,000
