PROGRAM MANAGER - COMMUNITY PROGRAMSThe Program Manager is responsible for ensuring the overall provision of services to clients inthe agency's Community Programs. The Program Manager supports the successful integrationof treatment services for all clients and all issues related to contract compliance. The ProgramManager is expected to exercise independent professional judgement and discretion in theleadership of the program and demonstrates a commitment to services and values of theagency. The Program Manager reports directly to the assigned Director.DUTIES:1. QUALITY: Assumes primary responsibility for the coordination, quality of programtreatment services and outcomes.2. SUPERVISION: Provides direct supervision of all Clinical Supervisors and clinical staff toensure coordinated and effective program operations.3. SUPPORT: Provides supportive guidance by way of regular participation in programmeetings to assure conformance to agency standards.4. MEETINGS: Facilitates and/or assists/attends staff meetings, in-service training andconferences as scheduled.5. ACCOUNTABILITY: Works with supervisors to monitor staff's economy of time andaccountability of service and to ensure that all documentation, reports and case recordsare thoroughly and properly completed on time.6. QI: Regularly meets with Quality assurance staff and delegates responsibility forimplementation of necessary program adjustments. Conducts periodic, regular internalaudits of files; ensures quality control of reports and outcome measures.7. COMPLIANCE: Oversees the development or modification of procedures to ensurecompliance with the contract and fidelity to the model.8. FISCAL: Monitors fiscally related aspects of the program including compliance toprogram budget and fiscal goals.9. ETHICS: Performs all duties within appropriate scope and boundaries and withapplication of legal and ethical standards.10. ORIENTATION AND TRAINING: Conducts employment interviews and orients all newstaff, ensuring that all staff have the training to competently perform the duties of theirposition.11. EVALUATIONS AND DISCIPLINARY ACTIONS: Demonstrates the ability to fairly evaluatestaff and provide them with the input necessary to improve performance. Assures thatall disciplinary actions are conducted with fairness and respect and focused on theimprovement of the employee.12. EMPLOYEE RELATIONS: Demonstrates respect for the intrinsic value of each person,their individual differences and culture. Is capable of accurately identifying and buildingon the strengths of employees to better reach their potential. Is approachable andaccessible in responding to staff's issues and concerns.13. OTHER: Performs other duties when assigned by the Program Director.QUALIFICATIONS:1. Master's Degree and valid California professional license as an MFT, LCSW, PsyD orClinical Psychologist.2. Five years supervisory experience in a comparable mental health setting.3. Valid California Driver's License, good driving record, and must be able to drive to fulfillthe duties of the position.
