Description:

Manages the day-to-day operations of a large university program or department, including the supervision of staff employees, student workers, programs or processes.

1. Plans and develops procedures for administering a large or complex department or program.

2. Manages fiscal activities, including procurement and budget analysis.

3. Provides guidance to subordinate staff and evaluates performance.

4. Prepares abstracts, research reports, funding proposals, operations and procedure manuals, and other written material and documentation.

5. Creates and reviews reports of expenditures and activities.

6. May administer grants and grant-related related communications, scholarships and other operations.

7. Develops, implements and maintains appropriate policies and procedures.

8. May serve as property custodian for the department.

9. Performs other job-related duties as assigned.

Advancement in Duty - UH Katy

Appointment Period: January 1, 2027 - December 31, 2027

The Department of Electrical and Computer Engineering requests a one-year Advancement in Duty appointment for the Katy Laboratory Manager, effective January 1, 2027 through December 31, 2027, to support the expansion of the ECE/Computer Engineering and Analytics activities at the University of Houston at Katy campus.

During this one-year appointment, the Classroom Lab Manager will assume expanded responsibilities beyond routine laboratory support. These duties will include coordinating the setup and operation of the two new laboratories; managing laboratory equipment, inventory, access, scheduling, and safety procedures; supporting laboratory-intensive ECE and CEA courses; assisting faculty and students with instructional and capstone activities; and coordinating the use of specialized equipment for robotics, IoT, PCB design, prototyping, data analytics, AI/ML, and related applications. The proposed laboratories are also intended to support community-college students, high-school outreach, working professionals, and regional industry partners.

The position will additionally support professional certification and workforce-development activities, including programs related to IoT, AI and machine learning, cloud technologies, AutoCAD, Keysight measurement technologies, and other industry-oriented training. The Lab Manager will also assist with industry-supported equipment, workshops, capstone projects, laboratory demonstrations, and other partnership activities associated with the department''s Katy expansion.

This one-year Advancement in Duty appointment will provide the operational leadership needed during the critical implementation period for the Katy laboratories and workforce-development initiatives. At the end of the appointment period, the department can evaluate the continuing operational needs, program growth, laboratory utilization, and available resources before determining the appropriate longer-term staffing structure.

Experience will be considered in lieu of education.

Education will be considered in lieu of experience.

MQ: Education: Requires a thorough understanding of both theoretical and practical aspects of an analytical, technical or professional discipline; or the basic knowledge of more than one professional discipline. Knowledge of the discipline is normally obtained through a formal, directly job-related 4 year degree from a college or university or an equivalent in-depth specialized training program that is directly related to the type of work being performed.

Experience: Requires a minimum of one (1) year of directly job-related experience. Certification/Licensing: None.
