Program Manager II - HIT Fund Contract Administrator

Location: Providence, Rhode Island

Employment Type: W2 Contract Position (1 year up to 4 years)

Compensation: $53-55 per hour

Schedule: M-F 8:30 AM - 4:00 PM

Fully Remote or Hybrid (3 days in office)

Overview

Epitec is seeking an experienced Program Manager II - HIT Fund Contract Administrator to oversee a large-scale healthcare technology funding initiative focused on supporting rural healthcare providers. This role will be responsible for managing a high-value contract, ensuring fiscal compliance, monitoring grant activities, and supporting the successful distribution of more than $10 million annually in Health IT funding.

The ideal candidate will bring expertise in healthcare administration, contract management, fiscal oversight, and health information technology while working collaboratively with internal and external stakeholders to improve healthcare technology capabilities in rural communities.

Key Responsibilities

  • Monitor and oversee the HIT Fund administrator contract to ensure compliance with contractual requirements, timelines, deliverables, and performance expectations
  • Review and process invoices while ensuring compliance with CMS grant requirements and funding regulations
  • Track expenditures and support fiscal management activities for a large-scale healthcare technology initiative
  • Review grant applications for appropriateness, eligibility, and non-duplication with other healthcare funding programs
  • Coordinate with internal program teams and stakeholders to support successful program implementation
  • Facilitate communication efforts to promote awareness and utilization of available funding opportunities
  • Provide subject matter expertise related to health information technology solutions and implementation strategies
  • Collect, review, and monitor program outcomes and reporting data from fund administrators and grant recipients
  • Support contract oversight activities and ensure milestones are completed accurately and on schedule

Required Qualifications

Knowledge, Skills, and Experience

  • Experience in healthcare administration or healthcare-related program management
  • Strong fiscal management experience, including invoice review and oversight of large budgets
  • Experience managing contracts, compliance activities, and vendor performance
  • Ability to coordinate multiple documentation, reporting, and regulatory requirements
  • Strong stakeholder engagement, communication, and facilitation skills
  • Experience collaborating across teams and managing cross-functional initiatives
  • Familiarity with health information technology concepts and healthcare systems
  • Understanding of challenges and technology needs within rural healthcare environments

Education

  • Bachelor's degree in Health Policy, Public Policy, Healthcare Administration, Finance, a licensed healthcare profession, or a related field

Preferred Background

Experience in one or more of the following areas:

  • Health policy
  • Public health
  • Public administration
  • Program administration
  • Healthcare operations
  • Grant administration
  • Contract oversight and compliance

Equivalent combinations of education and relevant experience will also be considered.
