    Position Description:

    CGI Federal is seeking an experienced Program Manager to lead a high visibility, mission critical program supporting federal law enforcement and national security objectives. The Program Manager will oversee complex technical delivery including cloud modernization, large scale data migration, DevSecOps implementation, and enterprise system deployment across secure environments. This role serves as the government's primary point of contact for programmatic, technical, schedule, staffing, and risk matters, ensuring full compliance and successful performance from initiation through transition and operations.

    This position is based in Huntsville, AL, with additional coordination for team operations and government engagement in Quantico, VA.

    Your future duties and responsibilities:

    Program Leadership & Oversight

    • Lead planning, execution, resourcing, performance management, scheduling, and reporting for all program activities.
    • Manage full lifecycle delivery of system modernization, including design, development, testing, deployment, and sustainment.
    • Oversee cloud-native architecture, automated pipelines, and enterprise DevSecOps practices.
    • Drive integration of multiple development, data, and engineering teams across Huntsville and Quantico.

    Technical & Delivery Management

    • Direct large-scale data migration efforts involving diverse, multi source, multi format datasets.
    • Oversee AWS based system design and operations, ensuring compliance, scalability, and alignment with mission requirements.
    • Guide teams executing secure development, CI/CD automation, and cloud deployment within classified and unclassified networks.
    • Maintain alignment with system requirements, constraints, and government technical objectives.

    Stakeholder & Contract Management

    • Serve as the primary interface with government COR, CO, technical leads, and mission stakeholders.
    • Deliver executive-ready briefings, performance summaries, risk updates, and schedule reports.
    • Ensure contractual compliance across deliverables including PWS, RTM, CVM, and Transition In/Out documentation.
    • Manage subcontractors, staffing plans, onboarding, performance evaluations, and cross functional collaboration.

    Risk, Security & Compliance

    • Identify and mitigate program risks, issues, and dependencies.
    • Ensure adherence to federal security policies, audits, logging, and data governance requirements.
    • Maintain strict compliance with quality standards, system constraints, and operational readiness criteria.

    Required qualifications to be successful in this role:

    • Must have an Active Top Secret clearance.
    • U.S. Citizenship.
    • Bachelor's degree plus 10-15+ years of program management experience leading federal or mission critical programs.
    • Certifications: PMP, SAFe, ITIL, or equivalent.
    • Proven leadership of complex technical programs involving cloud migration, enterprise development, and multi-disciplinary teams.
    • Experience with AWS managed services, secure cloud environments, and large-scale modernization.
    • Demonstrated ability to manage government deliverables, schedules, compliance matrices, and performance reporting.
    • Excellent communication, stakeholder management, and risk management skills.

    Preferred Qualifications

    • Prior experience supporting DOJ, FBI, Intelligence Community, or other national security customers.
    • Knowledge of DevSecOps, CI/CD pipelines, data engineering, and micro service architectures.
    • Experience leading multi-site teams (Huntsville, Quantico, or similar).
