Job Title: Program Manager
Location: Hillsboro, OR 97124 (Hybrid – On-site onboarding required for 1st week; local or willing to commute/relocate)
Pay rate: $80 - $83.00/ hr
Work schedule: Monday – Friday, 8:00 AM – 5:00 PM PST 
- Level of Effort: ~30 hours/week
Duration: 3 year contract

Overview
The Program Manager supports the Oregon State Public Health Laboratory (OSPHL) and the Office of Information Services (OIS) with the implementation of a new Laboratory Information Management System (LIMS). Working alongside the Senior Project Manager, this position leads organizational change management, internal and external communications, decision log maintenance, team coordination, and user acceptance testing efforts.

Job Specifications
  • Manage multiple complex, detailed project schedules, timelines, milestones, and critical paths for the LIMS Replacement project
  • Lead organizational change management, User Acceptance Testing (UAT) coordination, and user adoption efforts with OSPHL staff
  • Monitor and control project execution to ensure timely completion while escalating key risks and issues to leadership
  • Collaborate with management to advocate for OSPHL resource allocations and draft capacity reports for over/under-utilized resources
  • Maintain project decision logs, curate vendor feedback, and respond to information requests from the LIMS vendor and OSPHL teams
  • Write biweekly project status reports detailing planning, schedules, subprojects, and EIS project deliverables
  • Support applications for funding opportunities related to project work and liaise with the OIS SE3 team
  • PMI Project Management Professional (PMP) certification required
  • Prior state government experience required
  • High proficiency in Microsoft Office 365 applications required
  • Proven track record managing complex IT projects and cross-functional teams in a remote/hybrid environment required
  • Exceptional written, verbal, and stakeholder communication skills required
  • Background in Project Management or Organizational Change Management within a Laboratory or Clinical Care setting preferred
  • Knowledge of PMI PMBOK methodologies preferred
