Essnova Solutions, Inc. is seeking an experienced Program Manager to lead delivery of a large-scale federal Microsoft endpoint management and cybersecurity modernization program supporting the National Institutes of Health (NIH).
This position is contingent upon Essnova receiving contract award.
The Program Manager will serve as the primary contractor management interface with the Government and lead execution across Microsoft endpoint-management and Defender security workstreams supporting an enterprise environment of approximately 55,000 endpoints and 15,000+ servers.
What You’ll Do
- Serve as Essnova’s primary program interface with Government stakeholders, including the COR and other NIH stakeholders.
- Lead overall contract execution, staffing, resource allocation, technical-team coordination, and delivery across endpoint-management and endpoint-security workstreams.
- Manage multidisciplinary teams supporting Microsoft Intune, MECM, Microsoft Defender for Endpoint (MDE), Microsoft Defender Antivirus (MDAV), Azure Arc, JAMF/macOS, and related enterprise capabilities.
- Maintain integrated program schedules and manage risks, issues, decisions, dependencies, exceptions, corrective actions, and milestones.
- Lead recurring program/status meetings and manage agendas, decisions, action items, executive reporting, and monthly performance reporting.
- Track performance against contractual KPIs, service levels, acceptance criteria, security requirements, and quality standards.
- Coordinate enterprise modernization and transition activities, including roadmap milestones, organizational dependencies, knowledge transfer, operational handoff, and transition to steady-state operations.
- Ensure deliverables are accurate, timely, evidence-based, and traceable to contractual requirements.
- Support quality assurance, audit readiness, security/privacy requirements, and Section 508-compliant reporting and deliverables.
- Maintain effective communication among Government stakeholders, technical leads, security teams, organizational customers, and Essnova leadership.
Requirements
- Bachelor’s degree in Information Technology, Computer Science, Cybersecurity, Engineering, Business, or a related field.
- 10+ years of experience managing complex federal IT and/or cybersecurity programs.
- 5+ years of experience involving enterprise endpoint management, cybersecurity/security modernization, and/or Microsoft technology environments.
- Demonstrated experience leading multidisciplinary technical teams in large, distributed enterprise environments.
- Strong experience with:
- Integrated scheduling and milestone management
- Program performance metrics/KPIs
- Risk, issue, dependency, and corrective-action management
- Executive and Government reporting
- Deliverable and acceptance management
- Transition and operational handoff planning
- Experience managing fixed-price federal work with defined deliverables, acceptance criteria, and performance/service-level thresholds.
- Demonstrated ability to coordinate effectively with federal Government customers, technical teams, security stakeholders, and organizational customers.
Preferred Qualifications
- PMP or comparable project/program management certification.
- Experience supporting NIH, HHS, or another civilian federal health/science agency.
- Experience managing Microsoft endpoint-management or cybersecurity modernization programs involving technologies such as Microsoft Intune, MECM, Microsoft Defender for Endpoint, Microsoft Defender Antivirus, Azure/Entra, Azure Arc, or JAMF.
- Familiarity with HHS security and privacy requirements, Section 508, personnel security, audit support, authorization/ATO activities, and NIST-based security environments.
- Experience transitioning enterprise technology capabilities from implementation or modernization into steady-state operations.
Additional Requirements
Selected personnel must be willing and able to satisfy applicable post-award security, privacy, background investigation, training, rules-of-behavior, NDA, and Government system/access requirements. A signed Letter of Commitment will be required for proposed Key Personnel.
Contingency Notice
This position is contingent upon Essnova Solutions, Inc. receiving contract award and Government approval of proposed Key Personnel. Anticipated contract performance is expected to begin following award.
