    Jacksonville Fire and Rescue is actively seeking a Program Manager - Emergency Preparedness - Grant Coordinator//SPE.

    This position is responsible for supporting the planning, coordination, implementation, and compliance of a specific grant program or group of grant programs.

    This grant-funded Special Purpose Employee (SPE) position provides programmatic support to the Jacksonville Fire and Rescue Departments Emergency Preparedness Division and works closely with the Grant Administrator to ensure effective management of grant-funded projects, equipment, training, planning initiatives, and regional coordination efforts.

    The position serves as a regional liaison among the five counties that comprise the Jacksonville Metropolitan Statistical Area (MSA)-Duval, Nassau, St. Johns, Clay, and Baker Counties-to enhance regional preparedness and strengthen capabilities to prevent, protect against, respond to, and recover from acts of domestic and foreign terrorism.

    This position is grant-funded and exists for the duration of the approved grant period. Employment is contingent upon continued grant funding and project requirements.

    Examples of Work

    • Assists in the administration and management of grants.
    • Supports the Urban Area Working Group (UAWG) through meeting coordination, documentation, project tracking, and strategic planning.
    • Monitors grant compliance requirements, documentation, reporting, and project implementation timelines.
    • Assists with inventory management, inspection, tracking, maintenance, and accountability of grant-funded equipment and resources.
    • Supports procurement planning and monitoring of grant-funded projects to ensure timely expenditure of funds.
    • Maintains project records and prepare reports required by DHS/FEMA and state grant administrators.
    • Performs other related duties necessary to support emergency preparedness and homeland security initiatives.
    • Demonstrates proficiency in the City of Jacksonville's competencies.
    • Performs related work as required.

    Open Requirements/Supplemental Information

    • Requires a bachelor's degree in one or more of the following fields:

    Emergency Management, Emergency Preparedness, Public Safety Administration, Grant Management or related field.

    • At least one year of professional experience in one or more of the following: Experience managing DHS/FEMA grant programs, experience with UASI, Homeland Security Grant Program (HSGP), or emergency preparedness grants.

    LICENSING/CERTIFICATION/REGISTRATION:

    • Must possess and maintain a valid driver's license during employment in this class.
    • Must qualify for, obtain, and maintain a City of Jacksonville public driver certification for employment in this class.
