Position Overview
Sky Solutions is seeking an experienced
Program Manager to lead a large-scale federal IT program supporting the U.S. Department of Justice (DOJ). The program encompasses the maintenance, enhancement, modernization, and operational support of multiple enterprise grants management applications and supporting technology platforms.
The Program Manager will provide overall leadership and oversight across multiple application development and product teams, ensuring successful delivery of program objectives, operational stability, technical performance, and customer satisfaction.
The ideal candidate will have extensive experience managing complex federal IT programs, leading multidisciplinary technical teams, overseeing application modernization and sustainment initiatives, and maintaining strong relationships with government stakeholders.
Key Responsibilities- Provide overall program leadership, strategic direction, and operational oversight across multiple enterprise application development, modernization, and sustainment workstreams.
- Manage program execution, staffing, budgets, schedules, deliverables, risks, and contractual commitments.
- Lead cross-functional teams comprising software engineers, solution architects, DevSecOps engineers, QA professionals, database specialists, business analysts, and product management resources.
- Oversee application development, maintenance, production support, system integration, and modernization activities across multiple technology platforms.
- Ensure delivery aligns with federal government requirements, cybersecurity standards, accessibility guidelines, and established IT governance processes.
- Drive Agile product delivery, including roadmap planning, backlog prioritization, sprint execution, release management, and continuous improvement.
- Establish and monitor program performance metrics, quality standards, delivery milestones, and customer satisfaction measures.
- Oversee production operations, incident management, system availability, performance optimization, and continuous service improvement.
- Manage stakeholder relationships and serve as the primary point of contact for government leadership, Contracting Officer's Representatives (CORs), and other program stakeholders.
- Identify and mitigate program risks, resolve delivery challenges, and implement corrective action plans.
- Drive organizational change management, stakeholder engagement, knowledge transfer, and user adoption initiatives.
- Provide regular program status updates, performance reports, roadmaps, and briefings to government leadership.
- Ensure effective transition-in and transition-out activities, including resource onboarding, knowledge transfer, documentation, and operational continuity.
Required Qualifications- Bachelor's degree in Computer Science, Information Technology, Engineering, Business Administration, or a related field.
- 10+ years of experience managing complex IT programs, preferably within the federal government contracting environment.
- Demonstrated experience leading enterprise application development, modernization, maintenance, and operations programs.
- Experience managing multiple technical teams and concurrent workstreams in a large-scale, enterprise environment.
- Strong understanding of Agile/Scrum, product-based delivery, DevSecOps, CI/CD, and software development lifecycle (SDLC).
- Experience managing program budgets, resource allocation, schedules, risks, performance metrics, and contractual deliverables.
- Demonstrated ability to manage government stakeholders and communicate effectively with senior executive leadership.
- Experience overseeing enterprise application integrations, databases, cloud environments, cybersecurity, and production support operations.
- Strong leadership, strategic planning, problem-solving, and communication skills.
Preferred Qualifications- Experience supporting the Department of Justice (DOJ) agency.
- Experience with enterprise grants management, financial management, or other mission-critical government applications.
- Familiarity with Pega, Java, .NET, PHP, Moodle, Oracle, SQL Server, and enterprise API integration environments.
- Experience with AWS, Azure, cloud infrastructure, DevSecOps, and automated deployment pipelines.
- Knowledge of federal cybersecurity, compliance, accessibility, and data governance requirements.
- PMP certification, Agile certification, or equivalent program management credentials.
- Experience managing geographically distributed teams and multi-vendor environments.

We are looking for a strategic and execution-focused Program Manager who can translate government objectives into successful technology delivery, lead diverse technical teams, maintain operational excellence, and drive continuous modernization across a complex enterprise application portfolio.
Compensation:
The expected compensation range for this position is $128,978 - $189,436 annually. Compensation is determined in good faith and may vary based on job-related factors, including relevant experience, skills, education, certifications, clearance level, labor category alignment, contract requirements, work location, internal equity, and business needs.
