ABOUT THE POSITION: Reporting to the Director of Procurement, the Program Manager - Contracts and Procurement owns the District's agreement administration process from initiation through execution and provides leadership and capacity for purchasing processes and staff. The position prepares, routes, tracks, maintains, and archives agreements; maintains the centralized contract repository; supervises assigned purchasing staff; and assists the Director with process oversight, operational priorities, and special projects so purchasing and contract work can move efficiently. The Program Manager - Contracts and Procurement does not provide legal advice, interpret law or policy for others, or independently make legal determinations. Questions requiring legal judgment are promptly referred to an attorney or the District's Legal office.

    Key responsibilities include: Supervision & Team Leadership In the absence of the Director of Procurement, this position will supervise, train, and evaluate purchasing staff. Organize workflow, set priorities, and ensure accurate, timely completion of purchasing and contract- support work. Provide day-to-day leadership and capacity so purchasing operations do not bottleneck solely at the Director level. Contract Administration Prepare District agreements using approved templates; receive, review, and route agreements submitted by campuses and departments. Coordinate execution of agreements through the District's electronic signature platform; ensure required approvals are obtained before execution. Monitor agreement status from submission through final execution; maintain communication with vendors and District staff regarding status. Ensure executed agreements are distributed to appropriate parties and properly archived. Maintain standard agreement templates and update forms as directed. Contract Tracking, Systems & Record Management Maintain the District's centralized agreement repository and organize executed agreements in accordance with records retention requirements. Track agreement expiration dates, renewals, amendments, and required actions; generate status and renewal reports as needed. Manage contract-related systems, databases, and documentation processes; recommend improvements to the Director. Support Open Records and audit documentation related to contracts and purchasing as directed. Purchasing Process Support & Oversight Assist the Director of Procurement with purchasing process oversight, operational priorities, and special projects as assigned. Support development, drafting, modification, and monitoring of contract and purchasing processes and procedures. Assist with solicitation and contract document preparation, including assigning and managing contract numbers as directed. Collaborate with campuses and departments on purchasing and contract-related questions within established procedures. Support Board agenda preparation by providing executed agreement documentation when requested. Vendor & Related Support Coordinate with legal counsel regarding agreements requiring legal review. Maintain communication with vendors and internal stakeholders regarding agreement status, renewals, and required documentation. Assist with quote comparison, documentation, and related purchasing support work as assigned by the Director. Perform other duties as assigned that are consistent with the purpose and level of this position. QUALIFICATIONS: Education/Certification: Bachelor's degree from an accredited institution preferred; equivalent combination of education and progressively responsible experience may be considered. TASBO certification or purchasing/procurement coursework preferred. Special Knowledge/Skills: Working knowledge of public purchasing practices, competitive procurement, and contract administration. Ability to prepare, review, route, and track agreements and related documentation with a high degree of accuracy. Ability to supervise, train, and evaluate staff and to organize workflow within a small team. Strong organizational skills and ability to manage multiple priorities and deadlines. Proficiency with Microsoft Office Suite, electronic signature platforms, and document/contract management systems. Effective written and oral communication skills; ability to work with vendors, campuses, and departments. Ability to maintain confidentiality and exercise sound judgment within established policy and procedures. Experience: Minimum of three (3) to five (5) years of progressively responsible experience in purchasing, contract administration, procurement, or related work preferred. Prior supervisory or lead experience preferred. Experience in a Texas public school district or governmental entity preferred. Measures of Success Agreements are prepared, routed, executed, and archived accurately and on time. The centralized contract repository is current, complete, and organized to District retention standards. Purchasing staff receive clear direction and produce accurate, timely work. The Director of Procurement receives dependable capacity and status support so processes do not bottleneck at the Director level. Campuses and departments receive consistent, professional support on contract and purchasing process questions. Confidential and privileged information is consistently protected. WORKING CONDITIONS: Mental Demands Maintain emotional control under stress; manage multiple priorities, deadlines, and staff needs. Work occasional irregular or extended hours when agreement deadlines or Board-related documentation require it. Physical Demands Prolonged sitting; occasional standing, walking, and light lifting of files and materials. CONDITIONS OF EMPLOYMENT / COMPLIANCE: Employment is contingent upon successful completion of all pre-employment reviews required by District policy and law, including criminal history record information review and any fingerprinting or other background-check requirements applicable to the position. The District may disqualify a candidate whose criminal history indicates a threat to students or employees or is otherwise inconsistent with the duties of the position. Where the position requires educator certification or other credentials, employment is contingent upon verification of valid credentials. Contract personnel must possess valid credentials before contracts are issued. Employees who earn certificates, endorsements, or higher degrees must file the required documentation with the District. Employees are expected to comply with all applicable Board policies, administrative procedures, and legal requirements governing employment, conduct, confidentiality, and assignment.
