Role: Program Manager (Part-Time)
Client: Air Force Medical Command (AFMEDCOM)
POP: 12+ months; Part-time
Location: Remote
Visa: US Citizen
Pay Rate: $50-$55/hr. on 1099 all inc
SCOPE:
Serve as the designated Program Manager for an AFMEDCOM clinical engineering support contract at Fort Detrick. This role owns all contract-level administration, CDRL production, quality control, and personnel management.
REQUIRED SKILLS:
  • 5+ years managing federal service contracts, including CDRL production and COR/CO interface.
  • PMP Certification.
  • Demonstrated experience as a designated contractor point of contact meeting defined response-time standards.
  • Working knowledge of FAR, DFARS, and DoD contract administration.
  • Experience developing and maintaining Quality Control Plans for federal service contracts.
  • Service Contract Reporting (SCR) submission experience in SAM.
  • Monthly status and financial reporting for federal contracts.
  • Personnel management against contractual fill-rate, vacancy, and turnover standards.
  • Strong written communication; ability to produce meeting agendas, minutes, and formal reports to Government standards.
  • Proven responsiveness - must meet a 24-hour response requirement to all Government-initiated communication
PREFERRED SKILLS:
  • Prior experience supporting AFMS, DHA, MHS, Air Force, or Army medical commands.
  • Familiarity with Fort Detrick installation processes and DoD badging/access procedures.
  • Recruiting and retention experience for hard-to-fill technical or clinical engineering positions.
  • Familiarity with CUI handling requirements under DoDI 5200.48
TASKS:
  • Serve as designated single point of contact for all Contractor/Government correspondence, providing clear written and verbal response within 24 hours of Government-initiated communication.
  • Meet with the Government team at least quarterly; prepare and submit agendas and minutes.
  • Prepare and submit the Monthly Status/Financial Report identifying tasks performed, status, issues, and anticipated actions.
  • Receive and act on monthly performance feedback from the CO, COR, or designated representative.
  • Review and submit post-trip Travel Reports to the COR within 5 business days of trip completion; coordinate and obtain COR travel authorization in advance.
  • Develop and submit the Quality Control Plan within 10 business days of contract award; maintain and update thereafter.
  • Maintain a qualified, clearance-eligible backup candidate to support continuity during absences and vacancies.
