Program Manager – C5ISR

REQUIRED QUALIFICATIONSBachelor's degree in a technical discipline, business, or program management.7+ years formally managing programs as a Program Manager.5+ years working in Engineering and/or Operations. Knowledge of the government acquisition lifecycle and contract types (FFP, CPFF, T&M, IDIQ).Working knowledge of FAR, DFARS, and HSAR compliance.

Our client is a U.S. defense and government systems integration company. It is looking for an experienced Program Manager to lead its C5ISR programs at both the strategic and operational level. C5ISR stands for Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance and Reconnaissance. You'll own delivery from start to finish, including cost, schedule, technical performance, risk, and P&L. You'll lead cross-functional matrixed teams and be the main point of contact for government customers in the U.S. and abroad.KEY RESPONSIBILITIESLead the full program lifecycle for C5ISR systems: capture, planning, development, integration, test, deployment, sustainment, and close-out.Set program goals, technical objectives, and KPIs to track progress and risk.Oversee cost, schedule, technical performance, quality, and risk to keep the contract compliant and profitable.Run program financial management, including the Earned Value Management System (EVMS) and other standard program controls.Own P&L for your program(s) and drive results against revenue, margin, cash, and growth goals.Coordinate engineering and operations to integrate sensors (radar, EO/IR), communications, ground control stations, and network operations.Build and maintain risk management frameworks and risk registers. Drive mitigation and report risk status to executives and customers.Act as the main point of contact for government customers and industry partners. Lead program reviews, technical interchange meetings, and status briefings.Develop, negotiate, and administer contract deliverables, statements of work, schedules, budgets, and subcontractor agreements.Work with Business Development and capture teams on proposals, funding strategy, and growth opportunities.REQUIRED QUALIFICATIONSBachelor's degree in a technical discipline, business, or program management.7+ years formally managing programs as a Program Manager.5+ years working in Engineering and/or Operations.Experience with U.S. and international government customers in defense markets.A track record of leading and developing high-performing teams in a matrixed environment.Hands-on experience putting program risk management frameworks in place.U.S. citizenship, with an active security clearance or the ability to obtain one.Able to work full-time, onsite in the Gilbert, AZ area.NICE-TO-HAVE QUALIFICATIONSMaster's degree or PMP certification.C5ISR experience with Border/Homeland Security and military customers.Experience with Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) contracts.Knowledge of the government acquisition lifecycle and contract types (FFP, CPFF, T&M, IDIQ).Working knowledge of FAR, DFARS, and HSAR compliance.Experience with tactical radios, EO/IR, radar, networking, or computing platforms.Experience supporting customer and government audits.Familiarity with ERP systems, and experience building or improving program processes.TOOLS & ENVIRONMENTEVMS and program controls tools, ERP systems, and the Microsoft Office Suite.IDEAL CANDIDATE PROFILEYou're a self-starter who brings urgency and discipline to complex programs with multiple agencies involved.
