The Office of Juvenile Justice is seeking an experienced, mission-driven Program Manager 2 - Social Services to lead some of the most impactful and complex treatment programs in the state. This is a high-visibility, statewide leadership role for a seasoned clinical professional who thrives on shaping systems, guiding expert staff, and improving outcomes for youth with significant behavioral and mental health needs.

In this role, you'll oversee all treatment services in secure care, direct specialized programs, develop statewide clinical policies, and ensure youth are placed in the right settings at the right time. You'll work closely with Treatment Directors, psychologists, contracted mental health providers, and regional teams to strengthen treatment quality, expand evidence-based practices, and support youth rehabilitation across Louisiana.

Minimum Qualifications

Seven years of experience in administrative services, public health, social services, or health services; OR

Six years of full-time experience in any field plus four years of experience in administrative services, public health, social services, or health services; OR

A bachelor's degree plus four years of experience in administrative services, public health, social services, or health services; OR

An advanced degree in a social science field, public health, counseling, social work, rehabilitation services, business, public, or health administration, or Juris Doctorate plus three years of experience in administrative services, public health, social services, or health services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Leads statewide treatment programs - Oversees all secure-care treatment services and supervises Treatment Directors across facilities.

  • Develops clinical policies & protocols - Writes and implements statewide treatment, mental health, and evidence-based practice standards.

  • Supervises specialized programs - Directs sex-offender treatment services and approves youth transfers between specialized units.

  • Manages statewide youth placement - Oversees the transfer system, bed-space decisions, and crisis-driven placement needs.

  • Oversees furlough & release screening - Ensures policy-aligned recommendations for furloughs, early releases, and community placements.

  • Conducts audits & implements EBPs - Leads treatment audits and develops new evidence-based programs statewide.

  • Provides EAP & crisis-response leadership - Directs EAP services and coordinates statewide critical incident stress interventions.
