The Program Executive serves as the senior Horwitz leader responsible for the successful delivery of mission critical and large-scale construction programs throughout North Dakota, focused in the Fargo and surrounding areas. This role provides executive leadership for safety, operations, quality, scheduling, staffing, client relationships, financial performance, and strategic growth. The Program Executive will oversee multiple buildings, project phases, and support teams while serving as the primary executive interface with Owners, General Contractors, design partners, and key stakeholders. This position will be responsible for building and developing the organization required to support current and future mission critical opportunities throughout the region.

Key Responsibilities: These responsibilities generally describe the nature of the position and may not be all inclusive:

Executive Leadership

Serve as the senior Horwitz leader for mission critical operations in North Dakota. Establish and maintain a culture of safety, accountability, quality, and continuous improvement. Lead, mentor, and develop project managers, superintendents, and field leadership teams. Build organizational capability, staffing plans, and succession strategies to support long-term growth. Lead strategic planning efforts for future project opportunities and campus expansions.

Drive operational excellence across all phases of project execution.

Client & Stakeholder Management

Serve as the executive relationship manager for Owners, General Contractors, design teams, and key trade partners. Establish trusted relationships with executive-level client representatives. Represent Horwitz in executive steering committees, project reviews, and leadership meetings. Proactively identify and resolve project risks, issues, and opportunities.

Operations & Project Delivery

Provide executive oversight of all construction activities, site logistics, quality programs, and project controls. Ensure alignment between construction operations, fabrication, procurement, BIM/VDC, quality, and commissioning. Partner with project teams to develop and maintain project schedules, staffing plans, and execution strategies. Drive successful turnover and commissioning readiness across all project phases. Monitor labor productivity, workforce planning, and operational performance.

Financial & Commercial Leadership

Maintain executive ownership of project profitability and financial performance. Oversee forecasting, cash flow, billing, margin performance, GMP management, and cost controls. Review financial performance with executive leadership and develop recovery plans when necessary. Lead change management efforts in partnership with estimating and project management teams. Ensure compliance with contractual obligations and commercial requirements.

Risk Management

Lead identification and mitigation of operational, financial, contractual, and safety risks. Ensure compliance with project specifications, owner standards, and company requirements. Drive resolution of major project issues and escalations. Promote a culture of proactive planning and risk management.

Skills & Competencies:

Proven experience leading large, complex construction programs or projects. Strong understanding of project controls, forecasting, budgeting, cash flow, and financial management. Strong contract administration and risk management experience. Exceptional communication, leadership, and relationship-building skills. Demonstrated commitment to safety and operational excellence.

Education & Experience:

15+ years of progressive construction leadership experience. Experience leading large multidisciplinary teams across project management, field operations, quality, commissioning, and support functions. Experience delivering hyperscale data center, mission critical, semiconductor, advanced manufacturing, pharmaceutical, industrial, or similarly complex projects preferred. Experience managing projects or programs exceeding $250 million in construction value preferred. Working knowledge of Primavera P6, Earned Value Management, and Last Planner System preferred. Experience with commissioning-intensive projects and complex MEP systems preferred. Proven success leading fast-track projects in highly technical environments preferred.
