    Job Summary

    This position is located in the Office of Victim Services and Justice Grants (OVSJG), Victim Services Division. The mission of the Office of Victim Services and Justice Grants is to develop, fund, and coordinate programs that improve public safety; enhance the administration of justice; and create systems of care for crime victims, youth, and their families in the District. OVSJG supports and coordinates the development and implementation of a comprehensive system of care for crime victims within the District of Columbia. OVSJG advocates on behalf of victims at all levels of government and community; and works to ensure that comprehensive services are available in the District for victims of crime. The ACP program allows eligible individuals to receive mail at a confidential address and provide a legal substitute address for the individual''s physical address on public records. The incumbent is responsible for administering the District''s Address Confidentiality Program (ACP), which involves planning, research, data collection, analysis and evaluation, and providing training to community members and advocates.

    Duties and Responsibilities

    Supports the coordination of the Address Confidentiality Program (ACP) activities in order to develop program policies, procedures, forms, and other materials. Identifies and collects performance metrics for OVSJG to report on the ACP in order to evaluate and address concerns regarding the efficiency and operation of the program. Reviews and provide recommendations on ACP applications to the Program Manager and agency leadership in order to streamline participant enrollment into the program. Interprets and provides guidance to leadership and advocates; advises on unclear or vague policies and procedures relating to the ACP. Identifies problems and specific issues in a particular area of ACP and advises the supervisor of existing problems in order to recommend solutions or alternatives for program implementation and supporting survivors. Develops and provides training to community-based organizations that serve as ACP application assistants for clients in order to aid in their enrollment into the program. Provides guidance and technical assistance to District agencies in order to implement the statutory requirements of the program.

    Maintains records of any certified or registered mail received on behalf of a participant. Maintains information and documentation regarding the ACP databases to track actions and provide periodic reporting, or projects that relate to the program. Receives first-class, certified, and registered mail sent to a participant at a substitute address in order to forward mail to respective participants. Represents the program at community events; meets with individuals, community-based organizations, DC government agencies, etc.; participates in related conferences, meetings, and training seminars in order to report findings and essential information back to senior staff. Coordinates project phases with technical and professional stakeholders involved in the project. Provides information, as required by project specifications in order to communicate information and decisions concerning projects with all interested parties.

    Qualifications and Education

    This position requires at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.

    Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment
