Description

Emerge is currently recruiting qualified candidates for a direct hire Program & Strategy Manager job in the NW Denver metropolitan area for our client, a defense and advanced technology manufacturer. In this role, you will lead a major DoD program across its full lifecycle, owning customer outcomes, contract performance, and overall business results. You will serve as the primary interface with government program offices, prime contractors, and other stakeholders. You will integrate engineering, operations, supply chain, quality, contracts, and finance functions to deliver compliant products and services on schedule, within budget, and to technical requirements.
 
Ideal candidates will bring experience supporting U.S. Department of Defense programs, particularly work performed for the U.S. Navy. The salary range for this position is $145,000 - $170,000, commensurate with experience, and our client offers excellent benefits that begin on day one, including profit sharing and more.
 
 
Responsibilities for the Program & Strategy Manager job in the NW Denver include:

  • Leading a cross-functional integrated program team by setting clear objectives, work plans, decision rights, operating cadence, and accountability.
  • Building and maintaining trusted relationships with government program offices, contracting activities, prime contractors, and end-user representatives.
  • Acting as the primary customer interface for programmatic matters, including preparing for and leading program reviews, technical and schedule reviews, executive briefings, and customer communications.
  • Interpreting and executing contract requirements under applicable federal acquisition regulations, contract clauses, statements of work, specifications, and deliverable requirements in coordination with functional leaders.
  • Managing contract type and funding constraints, including fixed-price and cost-reimbursement work, options, incremental funding, deliverables, milestones, and change authorization.
  • Tracking and communicating cost, schedule, technical, supply-chain, and contractual performance, analyzing variances, and leading timely recovery plans.
  • Owning the program risk and opportunity process, including identification, quantitative assessment, mitigation planning, escalation, and closure.
  • Controlling scope and configuration changes, evaluating customer direction, and coordinating requests for equitable adjustment, claims support, and contract modifications with the Contracts team.
  • Ensuring timely and accurate completion of customer deliverables, reports, and all records required by contract.
  • Partnering with Supply Chain, Quality, and Export Compliance teams to meet applicable requirements.
  • Identifying and leading corrective actions and continuous improvements that strengthen program execution and customer confidence.
  • Fostering a positive, accountable culture consistent with core company values.
 
Qualifications
  • 6+ years of relevant experience in program or project management for complex engineered products, including significant responsibility for defense or other U.S. Government contracts.
  • Bachelor's degree in engineering, business, program management, or a related discipline; equivalent relevant experience may be considered.
  • Experience working on projects supporting the U.S. Department of Defense is required; direct experience supporting U.S. Navy programs is strongly preferred.
  • Demonstrated experience managing programs under federal acquisition requirements and working effectively with Contracts, Finance, Quality, Engineering, Operations, and Supply Chain teams.
  • Experience owning cost, schedule, scope, risk, customer commitments, and contract deliverables for production programs.
  • Working knowledge of contract types, change management, government funding, proposal development, and program financial forecasting.
  • Executive-level communication, negotiation, relationship-management, planning, and problem-solving skills, with the ability to lead through influence in a matrixed organization.
  • PMP or PgMP certification, and Lean Six Sigma Green Belt or Black Belt experience, are a plus.
  • Ability to travel up to 5% and engage regularly with government, prime-contractor, and supplier stakeholders.
  • Candidates must be able to qualify for and obtain the security clearance required for this position; an active U.S. Department of Defense Secret clearance or recent eligibility for reinstatement is preferred.
