General Job Information
Job Summary
This position is in the District of Columbia's Homeland Security and Emergency Management Agency (HSEMA). The mission of HSEMA is to lead the District''s effort to prevent, protect against, respond to, and recover from all threats and hazards by coordinating all planning and preparedness efforts and facilitating a common operating picture during events. The Homeland Security and Emergency Management Agency (HSEMA) Fusion Center maintains 24/7/365 situational awareness and provides information analysis of all threats and hazards within the District and the National Capital Region (NCR).
The incumbent serves as a leader, designs and implements the operational and technical aspects of the exercise program - with limited input and oversight - and performs as a senior specialist, providing technical guidance/reviews, and mentoring program support staff.
Duties and Responsibilities
Performs management and evaluation of the District's training program, serving as the State Training Officer and FEMA Center for Domestic Preparedness State Administrative Agent. Coordinates training opportunities and develops learning experiences to enhance operational readiness across partner agencies. Contributes to broader preparedness functions by supporting planning efforts, participating in exercise activities, staffing the Emergency Operations Center, and collaborating with regional stakeholders to ensure program integration. These responsibilities are core program functions and often take precedence when operational priorities emerge.
Training, planning, and exercises are treated as interconnected components that collectively strengthen District preparedness. The incumbent applies an understanding of how adults learn, how organizations adapt, and how preparedness activities must reinforce one another to remain effective. Success in this role requires strong collaboration skills, the ability to work across agencies and disciplines, and the judgment to identify when existing training no longer reflects operational realities. This position extends beyond course administration and compliance tracking; it requires an individual capable of integrating training, planning, exercises, and operations into a cohesive preparedness framework for the District.

This position requires one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is the experience that is directly related to the position which has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.

Licensure and Certification requirements
Enhanced consideration will be given for one or more of the following: Certified Project Manager or Certified Program Manager; IAEM Certified Emergency Manager or state-level emergency management certification.
