    Job Summary

    The Department of Parks and Recreation is seeking a program analyst in the Division of Budget and Procurement Management. The incumbent provides analytical, operational, and advisory support for the agency's budget, procurement, and performance management functions. The position monitors and reports on program budgets across multiple fund types (including operating, enterprise, and capital), procurement activity, compliance with the District's Small and Certified Business Enterprise Program, and key performance indicators and other organizational performance metrics. The incumbent coordinates budget, procurement, and performance-related activities across agency divisions, and serves as a liaison with District partners, including the Office of the Chief Financial Officer, Office of Contracting and Procurement, Department of Small and Local Business Development, and the Mayor's Office of Budget and Performance Management. Through analysis, coordination, and strategic support, the position facilitates compliance with applicable District and federal requirements, supports informed decision-making, and promotes effective stewardship of agency resources and operational performance.

    Duties and Responsibilities

    Performs duties and special assignments independently, exercising complete judgment within the purview of established rules, regulations, and policies of the DC Department of Parks and Recreation. Provides critical analyses and evaluations of actual or potential effectiveness of current and/or projected program activities. Provides technical assistance in the design, development and implementation of improved program designs/operations. Reviews and analyzes planning and operations activities of major program areas administered by the department. Conducts management surveys, audits, projects, etc., and provides advisory services to operating or management officials. Based upon the assessments made, it identifies actual or potential problem areas, trends, and/or areas of significant concerns. Develops, recommends and implements policies for corrective actions, necessary to remedy deficiencies in program areas. Plans, develops and implements a system for obtaining and providing data required by the agency/department for long-range planning and projections and that which is needed for evaluation of day-to-day operations.

    Develops cost analyses of projects, performs cost-benefit or economic evaluations of current or projected program(s). Forecasts and estimates requirements, and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc. Conducts continuous review and analysis of current or proposed programs and related administrative and financial activities; determines, through comprehensive assessment, effective utilization of resources at program level; identifies program strengths and deficiencies; and recommends changes or corrective action relative to program design, policies, procedures, and operations. Meets with agency officials and managers to provide advice, guidance and technical assistance to programs in the development of review indicators.

    Qualifications and Education

    Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, the incumbent must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression.

    The work is performed in an office setting involving everyday risks or discomforts, which require normal safety precautions typical of offices.

    Other Significant Facts

    Tour of Duty: Monday through Friday; 8:30 am - 5:30 pm. Shift work is required.

    Duration of Appointment: Career Service - Regular

    Collective Bargaining Unit (Non-Union): This position is not covered under a Collective Bargaining Unit.

    Promotion Potential: No known promotion potential

    Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.

    Position Designation: The position has been deemed Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit checks, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
