Introduction

The Government Modernization Initiative (GMI) Program Analyst is appointed by, and serves at the pleasure of, the Governor.

The successful candidate will bridge the gap between technical data analytics and program execution. This role is responsible for collecting, assessing, and visualizing agency performance and procurement metrics while providing foundational project management support for initiatives. The ideal candidate possesses strong data optimization skills, project management, and a clear understanding of government workflows, procurement, budgeting, or/or IT operations.

POSITION DUTIES

General Purpose: The GMI Program Analyst will support the Deputy Director and data team, using qualitative and quantitative data, to identify the savings opportunities, implement process improvements and support effective change management. This position sits in the Executive Office of Governor Wes Moore, within the Governorâs Office of Performance Improvement (GOPI).

Responsibilities:Â

• Support the Deputy Director in problem solving and developing risk mitigation strategies to accomplish the goals of the Government Modernization Initiative.Â
• Bridge analytical findings with agency execution via organizational change management, working groups, and tiered reinforcement strategies.Â
• Translate technical findings into phased change management plans.Â
• Develop quantitative metrics and targets for projects and track progress towards performance targets.Â
• Serve as a cross-departmental liaison between technical teams, fiscal officers, and program managers.Â
• Track project deliverables to ensure initiatives remain aligned with agency timelines and scope definitions.
• Make recommendations to State Agency Leadership, the Governor''s Office, and the Government Modernization Initiative (GMI) team regarding implementation plans, data access, and operational changes required to effectuate cost savingsÂ
• Identify data anomalies or process bottlenecks and translate complex datasets into actionable optimization recommendations for senior leadership.Â
• Leverage AI for predictive analytics and as a tool for operational improvements and change management.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelorâs degree from an accredited college or university.

Experience:

• At least two (2) years of experience as a Data Analyst, Program Analyst, or experience in a similar role, preferably in a government or procurement setting.Â
• At least one (1) year supporting one or more senior level managers.

Note: Candidates may substitute 4 additional years of experience as defined above for the education requirement.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate will have demonstrated many or preferably all of the following:

• Experience in program management, strategic planning, data analytics, and/or public administration.Â
• Familiarity and/or experience with Maryland state procurement and budgetingÂ
• Experience working within or closely with government agencies or large institutions is highly preferred.Â
• Exceptional interpersonal skills with a proven ability to facilitate meetings, build consensus, and navigate complex organizational environments.Â
• Excellent planning and organizational skills, and the ability to multitask.Â
• Experience meeting multiple deadlinesâboth short- and long-termâprioritizing tasks and managing time effectively.Â
• Excellent written and verbal communication skills.Â
• Stellar attention to detail.
