Description

HEPCO Inc. is seeking an experienced senior procurement analyst to support the procurement of construction services for a major utility capital projects portfolio.
This role will manage procurement activities supporting civil, electrical, and architectural/engineering (A/E) services, including sourcing, RFP development, proposal evaluation, supplier negotiations, purchase orders, contracts, renewals, recurring contractual commitments, and emergent operational requirements.
The ideal candidate will bring strong procurement and supply chain experience, contract development skills, and the ability to work effectively with suppliers, project teams, engineering stakeholders, and internal business units

Key Responsibilities
  • Manage procurement activities supporting construction and capital project requirements.
  • Serve as a procurement subject matter expert (SME) for assigned business units and projects.
  • Support both planned and emergent procurement requirements.
  • Identify, evaluate, and qualify potential suppliers and service providers.
  • Develop and execute sourcing strategies for construction materials and professional services.
  • Prepare and issue Requests for Proposal (RFPs) and other sourcing documents.
  • Analyze supplier proposals, pricing, commercial terms, and qualifications.
  • Lead and support supplier negotiations.
  • Develop and administer contracts and purchase orders for materials and services.
  • Integrate technical scopes of work and commercial requirements into contracts and purchase orders.
  • Manage contract renewals and recurring contractual commitments.
  • Coordinate internal technical, legal, commercial, and subject matter expert reviews.
  • Support procurement planning for civil, electrical, construction, and A/E requirements.
  • Prepare and issue purchase orders while maintaining appropriate procurement documentation.
  • Build productive relationships with internal clients, project teams, and external suppliers.
Required Qualifications
  • Bachelor's degree (BS/BA).
  • Minimum of 5 years of experience in procurement or supply chain management.
  • Demonstrated experience analyzing proposals and negotiating with suppliers for materials and services.
  • Experience incorporating scopes of work and commercial requirements into contracts and purchase orders.
  • Strong understanding of sourcing, RFPs, bid evaluations, supplier negotiations, and contract administration.
  • Proficiency with Microsoft Excel and Microsoft Word.
  • Strong written and verbal communication skills.
  • Ability to work effectively with multiple internal stakeholders and external suppliers.
  • Valid driver's license and ability to travel between work locations as required.
Preferred Qualifications
  • Procurement experience supporting construction, utilities, energy, engineering, or capital projects.
  • Experience procuring civil, electrical, and A/E services.
  • Experience with enterprise procurement and ERP systems, including:
    • SAP
    • Ariba
    • Contract Lifecycle Management (CLM) systems
  • Experience working in cross-functional or teaming environments.
  • Demonstrated history of strong internal client and stakeholder satisfaction.
Education & Experience
Bachelor's degree plus a minimum of 5 years of relevant procurement or supply chain experience.

Pay Range: $35.00 - $43.00 per hour (Depending on experience and qualifications)
