    The Product Manager is responsible for driving both the long-term product direction and day-to-day execution of key solutions within the Enterprise Records Management (ERM) Suite, supporting Clerks and Recorder's offices, Register of Deeds, and other local government agencies across the US.

    This role operates as a hands-on product leader, ensuring that product strategy is translated into clear requirements, prioritized work, and high-quality releases that support land records management, document recording, indexing, archival, and public access workflows.

    Working closely with customers, stakeholders, and cross-functional teams, the Product Manager plays a critical role in shaping solutions that meet statutory requirements, and operational efficiency needs, while delivering measurable value to government agencies and Tyler Technologies.

    Work Environment & Requirements

    Responsibilities

    Product Strategy & Ownership

    • Support and refine the product vision, strategy, and roadmap for enterprise records management solutions
    • Translate regulatory requirements (state statutes, recording standards, data sharing) well-defined and implementable product capabilities
    • Identify incremental improvements to modernize land records workflows, including eRecording, document imaging, search, public-facing portals, and emerging AI-assisted capabilities (e.g., classification, extraction, validation, redaction)
    • Stay informed on legislative changes and customer needs to ensure product alignment
    • Partner with leadership to align roadmap priorities with delivery capacity and customer impact

    Product Ownership & Execution

    • Own and manage the product backlog, ensuring alignment with internal and external stakeholders
    • Translate complex government processes (e.g., deed recording, lien management, indexing standards, redaction requirements) into clear user stories, acceptance criteria, and workflow definitions
    • Partner with engineering, and QA, to deliver high-quality, compliant, and scalable solutions, including capabilities leveraging automation and AI where appropriate
    • Lead Agile ceremonies (sprint planning, backlog refinement, standups, reviews) and maintain team alignment
    • Ensure releases are well-coordinated, with attention to data integrity, auditability, and minimal disruption to customer operations

    Customer & Stakeholder Engagement

    • Act as a primary interface for Clerks, Recorders, Register of Deeds, and other public sector stakeholders
    • Conduct customer discovery through direct stakeholder interaction, workflow observation, user groups, and feedback sessions.
    • Clarify and reconcile input from customers, legal/regulatory guidance, and internal SMEs
    • Communicate product updates, delivery timelines, and trade-offs clearly and proactively
    • Support customer adoption by ensuring delivered functionality aligns with real-world usage and operational needs

    Product Decisioning & Prioritization

    • Evaluate and prioritize enhancements, defects, and customer requests based on regulatory impact, operational value, customer reach, and implementation effort
    • Break down large initiatives into deliverable increments with clear scope and timelines
    • Apply structured decision-making to balance new feature delivery, defect resolution, and technical improvements
    • Perform ROI, risk, and compliance impact analysis to inform prioritization
    • Balance modernization initiatives with the need to support mission-critical legacy workflows
    • Escalate risks, dependencies, and trade-offs that impact delivery or customer outcomes

    Cross-Functional Coordination

    • Collaborate across development, QA, implementation, and support teams to ensure seamless delivery
    • Ensure documentation, workflows, and requirements reflect real-world processes
    • Partner with implementation and support teams to capture field feedback and production issues and incorporate them into backlog priorities
    • Support go-to-market activities, including demos, release communications, and internal enablement
    • Contribute to a culture of accountability, collaboration, and delivery excellence

    Qualifications

    Required

    • Bachelor's degree in Computer Science, Business, Information Systems, or related field (or equivalent experience)
    • 3-6+ years of experience in product management, product ownership, or product analysis
    • Experience working with complex, workflow-driven enterprise software
    • Strong experience with Agile/Scrum and the Software Development Life Cycle
    • Proven ability to translate complex business and regulatory requirements into deliverable solutions
    • Excellent communication, analytical, and problem-solving skills

    Preferred

    • Experience in records management, land records, public sector, or government technology
    • Familiarity with Clerk & Recorder or Register of Deeds operations (e.g., recording, indexing, public access)
    • Knowledge of eRecording, document management systems, or digital archiving solutions
    • Experience with compliance driven or highly regulated environments
    • Experience with data analysis tools (SQL, Excel, Power BI)
    • Familiarity with applying artificial intelligence or automation in enterprise software (e.g., document classification, data extraction, search, or workflow automation)
