General Description

JOIN OUR TEAM AS A PRODUCT MANAGER II

The Product Manager II is responsible for planning and executing product initiatives throughout the entire product lifecycle. This includes gathering and prioritizing product and customer requirements, defining the product vision, and ensuring successful delivery and ongoing improvement of assigned products.

In this role, the Product Manager II ensures that each product aligns with the Countys strategic goals and business objectives. The position also supports transparency across the full IT project portfolio, enabling senior leadership to make informed prioritization decisions based on strategic needs. Additionally, the Product Manager II manages assigned County IT projects as directed by the PMO Lead. The role also serves as a liaison between the assigned branch and the IT Department, helping to ensure strong communication, successful project execution, and alignment between business needs and technology solutions.

Essential Job Functions

  • Leads the development and communication of product strategies, launch plans, and technology roadmaps for assigned IT applications, ensuring alignment with County objectives.
  • Delivers and maintains a prioritized and well-justified feature backlog, incorporating business value, technical feasibility, and customer impact.
  • Collaborates closely with IT technical teams and external vendors to plan, coordinate, and deliver application releases, upgrades, and enhancements.
  • Oversees the full application and product lifecycle, proactively identifying risks, issues, and opportunities for improvement.
  • Conducts product research, evaluates enhancement requests, analyzes defects, and guides usability improvements to ensure solutions remain effective and user-centric.
  • Facilitates customer and stakeholder feedback sessions to validate requirements, uncover new use cases, identify pain points, and strengthen product adoption.
  • Scopes, assesses, and prioritizes work based on organizational strategy, business outcomes, operational impact, and user needs.
  • Serves as a product champion, promoting awareness and understanding of assigned solutions within IT and across County branches.
  • Creates clear, detailed user stories and acceptance criteria that enable developers, analysts, and project teams to successfully deliver functional solutions.
  • Acts as the voice of the customer and the liaison between branch leadership, end users, and IT resources, ensuring continuous alignment and shared understanding.
  • Partners with business and IT stakeholders to establish and maintain processes supporting the technology lifecycle, including agile methodologies, product team responsibilities, release management, and change management.
  • Provides project progress reporting and presentations to senior management as required.
  • Manages IT projects assigned by the PMO Lead, including tracking project plans, milestones, risks, quality assurance activities, and system delivery timelines.
  • Conducts analytical work and assist in developing new business processes, operational policies, and organizational guidelines supporting enterprise technology initiatives.
  • Participates in requirements gathering, configuration, implementation, and testing of IT applications and systems.
  • Supports the development and enforcement of quality assurance standards for new solutions and enhancements throughout the product lifecycle.
  • Performs related work as required.

  • Proven ability to manage project and product budgets in accordance with fiscal policy.
  • Skilled in analyzing business and customer needs and translating them into clear product and technical requirements.
  • Strong communication skills, including the ability to explain complex concepts to non-technical stakeholders.
  • Demonstrated experience performing requirements analysis, user story development, system research, and lifecycle management.
  • Excellent listening, interpersonal, written, and oral communication skills.
  • Effective collaborator with IT staff, vendors, leadership, and end users to define operational and technical needs.
  • Able to work independently with minimal direction while maintaining accuracy and attention to detail.

  • Strong problem-solving skills with the ability to prioritize and execute tasks effectively under pressure.
  • Customer-service oriented with a clear understanding of user experience needs.
  • Ability to participate with decision makers, information technology, and end users to define business, financial, and operational requirements for systems.
  • Ability to conduct research on software and hardware products to justify recommendations to support procurement efforts.
  • Ability to provide training and support for new or updated systems.
  • Proficient with the Microsoft Office product suite.

Minimum Requirements

PHYSICAL SKILLS: Ability to communicate effectively using verbal, written and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelors Degree in Business or related field and four (4) years progressively responsible experience with application lifecycle management in the public sector OR graduation from an accredited college or university with an Associate degree in Business or related field and six (6) years progressively responsible experience with application lifecycle management in the public sector and the below certificate. Experience overseeing the design, development, and implementation of software and hardware solutions, systems or products. Experience working in a team-oriented, collaborative environment.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida drivers license. Product certification PMI-Agile Certified Practitioner (PMI-ACP) OR Project Management Professional (PMP) is required when the applicant doesnt possess a Bachelors Degree. ITIL 4 Foundations and Certified Scrum Product Owner (CSPO) certifications desirable.
