The Procurement and Team Lead will provide services for our client at the Office of Planning, Research & Evaluation (OPRE's) in the U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF). This position will support federal staff and carry out responsibilities related to supporting research and evaluation activities related to human services programs.
OPRE oversees contracts and grants to study ACF's social services programs and the children and families that they serve. Areas of focus include early childhood education, welfare, employment and self-sufficiency, child abuse and neglect, childcare, fatherhood and healthy marriage/relationships, maternal and infant home visiting, and youth services.
In this position, you will provide subject matter expertise and operational support in all aspects of the acquisition lifecycle process and shall advise and assist OPRE in working with its contracting shops and in planning for the office's execution of a variety of procurement/contract actions. This will include, but not be limited to, solicitation package development, proposal evaluation, analysis of cost and price, award recommendations, post-award administration, and contract close-out in accordance with applicable rules, policies, laws and regulations. Additionally, the Procurement Lead will be responsible for leading trainings for OPRE staff and leadership, acting as a liaison between OPRE and its accompanying support offices, and providing recommendations on acquisition strategy.
This role will be fully remote. This position requires that applicants reside in the United States and have legal authorization to work in the U.S. Applicants must maintain U.S. residency for the duration of their employment.
The annual salary range for this position is $110,000.00-$134,000.00. The annual salary range is negotiable. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.

Responsibilities:
- Serve as the OPRE's subject matter expert for federal acquisitions, reviewing acquisition documents, tracking ongoing actions, and addressing questions from OPRE leadership and Contracting Officer's Representatives (CORs)
- Support acquisition strategy development and procurement package development for new awards and contract modifications
- Provide procurement-related support to other cross-divisional support teams (e.g., Budget, Data Security)
- Manage the Federal Information Technology Acquisition Reform Act (FITARA) review process for OPRE procurements, to include reviewing FITARA packages
- Serve as the lead for COR certifications and re-certifications
- Develop templates and SOPs and manage the SharePoint site that serves as the knowledge base
- Develop and conduct OPRE Monthly Procurement Trainings and other ad hoc COR trainings
- Serve as the liaison with all of OPRE's contract shops-building relationships with our Contracting Officers and orienting them to the unique requirements of research-related acquisitions, finding solutions for moving OPRE's requirements and needs forward with our contract shops, facilitating clear communications between offices, and supporting OPRE leadership in negotiations regarding contract types or changes in procurement policy
- Manage acquisition trackers (e.g., dashboards, pre-award milestones, and active contracts)
- Identify and demystify procurement-related requirements and develop templates, job aids, boilerplate language, and tools to support CORs in developing new acquisition packages or initiating contract modifications
- Develop Standard Operating Procedures and best practices to gain efficiencies in the acquisition process
- Supervise a team of specialists supporting OPRE
- Liaise with the prime contractor's management team and Jefferson's leadership
- Perform other duties as assigned
Qualifications:
- Advanced degree with 20 years of professional experience
- Experience leading procurement programs within federal program offices
- Experience developing and conducting trainings aimed at improving federal CORs and support staffs' understanding of and comfort with navigating the federal procurement process
- Strong organizational, interpersonal, communication, writing, and analytical skills to effectively interact with program and contracting officials
- Attention to detail, high standards of excellence, and commitment to perform and execute all project activities successfully
- Excellent time management skills, including handling multiple projects simultaneously and on tight timeframes
- Proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Teams)
- Ability to obtain and maintain a public trust clearance
- U.S. Citizenship required
