Description

The Procurement Supervisor plays a vital leadership role within the BMP Administrative Unit, overseeing all procurement, travel, and inventory functions that support four research-intensive academic departments and affiliated research centers. This position is responsible for supervising a team of procurement and travel professionals, ensuring compliance with University policies and procedures while maintaining a high standard of customer service to faculty, staff, and research personnel. The Procurement Supervisor serves as the primary subject matter expert for complex purchasing activities, including high-value equipment orders, custom lab supplies, and contract agreements. In addition to overseeing daily operations, the role provides training, performance feedback, and procedural guidance to staff, supports fiscal year-end reconciliation, and maintains inventory records for over 800 tagged assets. This position is critical to the continuity and efficiency of financial and operational support. The full salary range for the Procurement Supervisor is $78,200.00 - $141,400.00 annually. However, the expected pay scale for this position is $78,200.00 - $93,275.00 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs. Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff. As a University employee, you will be required to comply with all applicable University policies and/or collective bargaining agreements, as may be amended from time to time.\u202f Federal, state, or local government directives may im\n \nDirectly supervises small staff of purchasing assistants, lower level buyers, or other administrative staff, and provides significant input to staff performance and development, team building and communications, resolution of issues and conflicts, review and approval of work, and hiring and training employees.Documents interpretations of processes, policies, and procedures for edification of customers and suppliers.Participates in the selection, development, and evaluation of staff.Regularly communicates with the organization's customers and end users to develop RFQs.Ensures compliance with organizational procurement policy and organization or systemwide agreements.Drafts and executes purchase orders and request for quotations (RFQs).Makes awards based on lowest cost that meets specifications; performs cost analyses.Writes sole source justifications and bases for award documents.Manages relationships with suppliers to negotiate price, terms.Identifies new supply sources and manages supplier performance issues.Makes recommendations regarding new supply sources; champions use of a diverse supply base (as appropriate).Equipment Inventory: Manages equipment inventory for items with an acquisition value of $5000 or more. Helps maintain accurate count, location, ownership, and value of inventorial items. Helps maintain records of off-campus authorization equipment loans and buy-down theft insurance for this equipment.\n \nFull knowledge of the purchasing function.Supervisory skills required to lead purchasing group in department ensuring adherence to purchasing practices and guidelines.Demonstrated effective written and verbal communication skills.Demonstrated effective interpersonal skills required in interacting with both internal and external resources.Analytical skills necessary to evaluate the cost effectiveness of purchasing options.Knowledge of procurement policies, the organization's departments and operations, and Federal Acquisition Regulations.Demonstrated ability to work under pressure, work on multiple projects, and complete assignments on time.\n \nSupervisory skills required to lead purchasing group in department ensuring adherence to purchasing practices and guidelines. Analytical skills necessary to evaluate the cost effectiveness of purchasing options. Knowledge of procurement policies, the organization's departments and operations, and Federal Acquisition Regulations. Full knowledge of the purchasing function.
