    Position Summary

    The Procurement Officer will support, administer, document, and monitor procurement and compliance activities assigned to the Program Management Firm under the Scope of Services for the Permanent Works Program (FEMA). The role will help ensure that procurement actions and records are complete, properly documented, and consistent with applicable Puerto Rico Public Housing Administration (PRPHA) requirements and federal, state, and local procurement requirements.

    Responsibilities

    • Support the preparation and completeness review of procurement-related documentation included in Bid Packages.
    • Verify that procurement documentation prepared under the Program Management Firm's responsibility is consistent with applicable PRPHA requirements and federal, state, and local procurement requirements.
    • Administer and document the procurement process assigned to the Program Management Firm for the selection and contracting of qualified lead and asbestos service providers.
    • Maintain complete procurement files and supporting documentation for procurement activities under the Program Management Firm's responsibility.
    • Support and document procurement requirements related to competition, procurement methods, independent cost estimates, cost or price analysis, conflicts of interest, contractor responsibility, suspension and debarment, and other applicable requirements.
