The South Carolina Department of Behavioral Health and Developmental Disabilities (BHDD) is seeking a Procurement Manager I who is motivated to join us in our mission to enhance the lives of those we serve. Under limited supervision, this position manages all internal procurement processes within the South Carolina Enterprise Information System (SCEIS) to ensure agency-wide efficiency for goods, supplies, and services, while adhering to the South Carolina Procurement Code & Regulations and internal policies and procedures.
Responsibilities for the Procurement Manager I:
Conducts complex procurement activities in accordance with the South Carolina Consolidated Procurement Code (Code), Regulations, and other governing laws, rules, and regulations. Reviews shopping carts for accuracy and determines appropriate procurement method. Develops, reviews, and issues purchase orders for the acquisition of goods and services within the guidelines of the Code, Regulations, and agency policies and procedures. Processes modifications to purchase orders, routine correspondence, and reports as assigned.
Works with end users and leads the procurement process, develops instructions, technical and functional specifications, qualifications, award criteria, bidding schedules, and other documents. Ensure that vendors are responsive and responsible when reviewing bids received, ensure awards are fair and legally defensible.
Performs the procurement sourcing, award and administration of all contracts including highly complex service contracts for general procurement. Prepares specification, source selection and bid/proposal award; participates in continuing education programs to ensure compliance with state purchasing regulations and procedures.
Screens requisitions and shopping carts by verifying supporting documentation, approvals, and compliance with Agency procedures. Ensures information entered into SCEIS agrees with the imaged or paper document within 3 business days upon receipt with minimal errors.
Provides on-going contract administration with contractors and internal customers to ensure full compliance with contractual obligations. Maintains good working relationships with internal and external customers. Resolves procurement issues with appropriate parties concerning contract mitigation. Serves as departmental liaison within the agency, with the State Procurement Office and vendors during the entire procurement process.
Serves as backup to agency counterparts, procurement managers, assist with issuing purchase orders and contract management. Responsible for following all Agency policies and procedures and may be required to perform and/or participates in outcome activities and any other related duties as assigned by direct supervisor, upper management or Procurement Director.
Position performs all other needed duties to include but not limited to: Desktop Procedure Manual, Essential Employees, etc.
This position is located at the BHDD Central Office, 400 Otarre Parkway Cayce, SC 29033.
Minimum and Additional Requirements
A bachelors degree and experience in procurement and contracts, or an equivalent combination of education and experience. Must possess a valid Drivers License.
