Position Description

This is a non-civil service position announcement. The Choose How You Move (CHYM) Procurement Manager is a member of the Mayor's Office CHYM team, and provides strategic procurement direction leading to the administration, and competitive selection of proposers for different contract delivery types and scopes of service and activities. The CHYM Procurement Manager works in accordance with applicable federal, state, and municipal regulations and rules, while ensuring application of industry best practices, to ensure the consistency, reliability, and security of the delivery of project procurements within CHYM. The types of procurement contracts may include: Public Private Partnerships (P3), Design-Build, Progressive Design-Build, Construction Manager/General Contractor (CM/GC), Indefinite Design/Indefinite Quantity (IDIQ), or other methodologies as deemed ideal to deliver the strategic direction and vision of the program.

The CHYM Procurement Manager coordinates and collaborates directly with Metro Nashville implementing entities, including the departments of Finance, Law, transportation and multimodal infrastructure (NDOT), WeGo, Planning, information technology services (ITS) and others, to ensure projects meet the program's strategic direction, vision, and timelines. The CHYM Procurement manager reports to the CHYM Chief Program Officer. The CHYM Procurement Manager does not have supervisory responsibility for any direct reports. As the CHYM program continues to evolve, this role may include a dotted line and/or close coordination with position(s) within Metro Finance's Procurement Division.

Choose How You Move (CHYM), approved by 66% of voters in 2024, is Mayor O'Connell's transportation improvement program and the largest capital program in geographic scope and scale to be undertaken in Nashville's history. Implementation of the $3.1 billion capital program requires extensive collaboration among multiple Metro departments, project managers, and vendors; coordination of $111 million worth of annual operating expenditures; and robust engagement with neighbors. CHYM will transform how people move around the city for decades to follow.

CHYM includes installation of smart signals at nearly 600 intersections. It adds 24/7/365 transit service and builds 54 miles of All-Access Corridors featuring high-capacity bus transit with more frequent, reliable, and accessible service. It builds 86 miles of sidewalks to ensure Nashville completes the WalkNBike Nashville priority sidewalk network and connects our busiest neighborhoods to major transit routes. The program makes safety improvements on 78 miles of the Vision Zero High-Injury Network, creating safer streets for pedestrians, bicyclists, drivers, and transit users alike. Delivery of this expansive program will require use of contracts at an unprecedented level for the city.

Typical Duties

• Provides expert leadership and guidance for procurement strategy as part of the CHYM team, including supporting the development, oversight and administration of different procurement methodologies.
• Develop industry vendor engagement practices and relationships to further expand pool of vendors, in partnership with the Metro's Business Development Officer staff
• Supports procurement for CHYM operating and capital projects, including sidewalks, signals, safety improvements, complete streets, and All-Access Corridors (which may include bus rapid transit).
• Develops, fosters, and maintains professional relationships and collaborative processes with Metro departments partnering to implement CHYM (Finance - Procurement, Law, Nashville Department of Transportation, WeGo Public Transit, Planning, and others) and the Tennessee Department of Transportation, that coordinate, evaluate, and approve procurements.
• Leverages existing departmental processes for procurement and project delivery, and guides or supports modification of these processes, including incorporating lessons learned and industry best practices, to expedite CHYM project delivery without sacrificing collaboration and robust engagement.
• Provides guidance, support, and interpretation of federal, state, and municipal laws, regulations, and rules to address and resolve any procurement related issues, in collaboration with Metro's Finance and Law departments.
• Develops procurement strategy documents, scopes and associated schedules for each applicable project in accordance with funding and delivery constraints.
• Recommends contract delivery methods to the purchasing agent, and further informs procurement strategy to support those methods.
• As appropriate, advises on other capital projects that impact CHYM investments to ensure resource efficiency, limited disruptions, and futureproofing.
• Prepares project and procurement status reports, schedules, and summaries for leadership.
• Communicates on behalf of the program to a range of internal and external stakeholders, including departmental leadership, elected officials, and the public.
• May provide oversight of the third-party program management vendor, staff, consultants and contractors, guiding deliverables, timelines and project reviews, with a specific focus on successful project and procurement delivery.
• Receives direction from CHYM senior leadership, who provides guidance on complex matters.

Minimum Qualifications

EDUCATION AND EXPERIENCE

• Bachelor's degree from an accredited college or university
• At least eight (8) years of relevant experience in procurement and alternative contracting, demonstrating skills and experience with Public Private Partnerships (P3), Design-Build, Construction Manager at Risk (CMAR), Progressive Design-Build, Construction Manager/General Contractor (CM/GC), Indefinite Design/Indefinite Quantity (IDIQ), or other methodologies
• At least 2 years of program/process management
• Some experience in public agency procurement

SKILLS AND KNOWLEDGE

• Knowledge of principles and practices of public sector procurement methodology, including knowledge of federal, state, and municipal regulations, and rules for the procurement of professional services and/or alternative contracting.
• Government agency procurement experience, especially in a leadership role.
• Excellent skills in verbal and written communication, including writing concisely and presenting to large groups, writing processes and methodologies, and explaining difficult or complex procurement or technical concepts.
• Excellent skills in innovative problem solving, decision making, and collaboration within a team environment to achieve project goals and deliverables
• Excellent organization and time management skills, with the ability to manage multiple tasks, and excellent attention to detail.
• Ability to grow and maintain professional relationships with internal and external parties and partners.
• Experience working in a matrix environment and in collaboration with large consulting teams.
• Ability to clearly communicate in multiple forms and with different audiences to gain consensus between various points of view, while establishing and maintaining effective working relationships with all relevant stakeholders.
• Ability to organize and readily recall a broad array of project procurement details, schedules, processes, and stakeholders.
