Job Overview:

The Procurement Director is responsible for the agency's procurement, contracting, and program functions, ensuring full compliance with laws, policies, and operational standards. Manages complex procurements, the contracting process, and develops solicitation requirements through data analysis and market research. Collaborates with leadership, oversight bodies, the Central Procurement Office, vendors, and internal program staff to support compliant contract development and informed procurement decisions. Provides strategic guidance, oversees staff performance and development, and may lead policy development to advance organizational goals and statewide fiscal accountability.

Key Responsibilities:

• Oversees complex and competitive procurements, ensuring full compliance with all purchasing laws, rules, policies, and fiscal standards.
• Serves as a primary liaison with internal leadership, oversight bodies, CPO, and vendors to support effective contract development and sourcing outcomes.
• Manages the contracting process through execution, maintaining accuracy, transparency, and timely completion.
• Develops solicitation requirements using data analysis, market research, and pricing benchmarks to strengthen procurement outcomes. Manages complex, high visibility procurement projects, analyzes expenditure data, and develops solicitation specifications.
• Provides strategic guidance to program and procurement staff on sourcing methods, procurement planning, and contracts.
• Directs staffing, performance management, training and professional development for staff members.
• May lead agency policy development, revision and implementation related to procurement and contracting.
• As part of the Tennessee Emergency Management Authority's mission, all positions may be called upon to support emergency operations.
• Employees may be required to work alternate schedules and/or report to alternate work locations to include disaster scenes to support response and recovery operations.

Minimum Qualifications:

Education and Experience: Bachelor's degree and five years of experience in procurement, contract and/or program management, including thorough knowledge of procurement regulations, laws, guidelines and policies.
