    Senior IT Procurement Analyst - Software & SaaS Management

    Position Overview

    This position is responsible for obtaining information technology (IT)-related goods and services required by the agency, with a primary focus on software and SaaS procurement.

    The position evaluates IT vendors and contracts, including Requests for Quotes (RFQ), Requests for Proposals (RFP), and Requests for Information (RFI). This is a project-based role requiring strong research, negotiation, analytical, and evaluation skills. The analyst conducts market and vendor research, evaluates services, recommends supplier selections, and supports business areas during procurement and negotiations.

    Key Responsibilities

    • Manage end-to-end procurement of IT products and services.
    • Lead software and SaaS acquisitions, renewals, and vendor evaluations.
    • Evaluate IT vendors, contracts, pricing, services, and proposals.
    • Develop and evaluate RFQs, RFPs, and RFIs.
    • Research vendors, products, services, pricing, and market alternatives.
    • Provide supplier selection recommendations based on research and evaluation.
    • Support business areas in evaluating IT goods and services.
    • Participate in and support vendor negotiations.
    • Optimize software licenses and manage software portfolio costs.
    • Manage contract renewals and ensure procurement activities are completed efficiently.
    • Collaborate with IT, Legal, Finance, and Information Security (InfoSec).
    • Ensure cost-efficiency, regulatory compliance, and effective SaaS operations.

    Senior Software & SaaS Procurement Focus

    The Senior IT Procurement Analyst will specialize in Software and SaaS Management and oversee the agency's growing software portfolio. The role will lead end-to-end software acquisitions, contract renewals, license optimization, and software vendor negotiations.

    Required Knowledge & Qualifications

    • Broad theoretical knowledge of IT products and services.
    • Knowledge of statewide procurement rules and regulations.
    • Knowledge of financial principles applicable to procurement.
    • Ability to independently manage assigned procurement activities.
    • Strong research, analytical, evaluation, and negotiation skills.
    • Ability to make data-driven supplier and purchasing recommendations.
    • Ability to collaborate with IT, Legal, Finance, and InfoSec teams.
