    Description

    JOB TITLE: Program Manager of Community Support Updated: 5/2026

    DIVISION: High Intensity Services

    REPORTS TO: Chief Clinical Officer

    FLSA STATUS: Exempt

    WORK HOURS: Varies

    NATURE OF WORK: Functions as a member of Valley's Comprehensive Community Support program, Day Treatment program, and Residential Supports program by supervising the program employees. The Program Manager assumes primary responsibility for the development and implementation of individual program plans for persons served. The Program Manager is responsible for program development as well as continuous evaluation of program effectiveness and appropriate changes. The Program Manager develops, monitors, evaluates, and documents plans of intervention and instruction as specified on the client's treatment plan.

    ESSENTIAL DUTIES:

    • Participate in treatment plan, staffing, and clinical meetings.

    • Evaluate individuals and/or current plans of intervention or instruction.

    • Train staff members on implementation of person-specific plans of intervention or instruction and data collection for day treatment, CCSS, and Residential Supports services.

    • Evaluate/monitor effectiveness of intervention plans through phone contact, necessary home visits, or day treatment program.

    • Participate in treatment planning activities to ensure that ongoing services are appropriate and are provided in coordination with other program services.

    • Maintains day treatment, residential supports, and clubhouse programs in compliance with budget standards.

    • Completes and submits documentation as required by Valley, Medicaid, OSHA, and other licensing or accrediting agencies. Ensures that documentation is completed accurately and timely and will reflect services provided.

    • Timely submission of hours worked for employees as well as the timely approval of electronic timesheets. This includes submission of any supplemental earnings by both electronic submission and written documentation.

    • Approves time off for all assigned employees and ensures that this information is entered onto the employee's timecard.

    • Supervise program employees through appropriate training, evaluation, orientation, scheduling, assignment, and delegation of duties.

    • Monitors the use of all equipment and supplies appropriately.

    • Requests and ensures ample supplies to meet program needs.

    • Assure that the safety, health, and well-being of consumers are always maintained on or off site.

    • Assures that treatment/behavior plans are implemented in compliance with Valley's and state guidelines and physician's orders.

    • Adhere to professional code of ethics when performing duties.

    • Promotes the dignity of the client through service provision.

    • Other duties as assigned.

    About Company

    Founded in 1969 by West Virginia University, Valley Counseling Services united with The Human Resources Association and incorporated as Valley Community Mental Health Services in 1972. Doing business as Valley HealthCare System, a nonprofit corporation, Valley has grown from a small counseling center located in the basement of a University building to a large multi-county, comprehensive behavioral health program.

    Spurred by the federal government, funds became available through the passage of the Community Mental Health Center Act of 1963, introduced by President John F. Kennedy and Valley was able to establish itself as one of 13 federally-funded mental health centers in the state in the early 1970’s.

    Over the years, Valley has continued to add to its array of services for people with disabilities, including services for individuals with developmental disabilities, mental health and chemical dependency issues.

    We believe that the work that we do in Monongalia, Marion, Preston and Taylor Counties enhances the quality of life, not just for the persons served, but for everyone in those counties as well.
