Pressure Piping Quality Systems Manager (ASME/CWI)

How you’ll advance the mission

1. Establish world-class controls: Architect and refine a QMS aligned with ASME, AWS, API, and client standards; publish ITPs, QCPs, WPSs, and PQRs; maintain airtight document control, NCRs, and CAR/PAR cycles.
2. Protect weld integrity: Own welder/operator qualifications per ASME Section IX/AWS; coordinate destructive/NDE testing; manage weld mapping, joint tracking, and heat treatment documentation.
3. Assure fit-for-service systems: Direct NDE (RT, UT, MT, PT, VT, PMI) and accept results; lead hydrostatic, pneumatic, leak, and functional testing to code and spec.
4. Uphold the code: Act as designated Code Authority; navigate ASME B31.1, B31.3, B31.9, B31.12; ASME Section I & VIII; OSHA 29 CFR 1910/1926; secure permits and stamps when required.
5. Earn trust: Serve as primary quality contact for clients, owner reps, and regulators; drive preconstruction/constructability input; resolve RFIs/NCRs; present KPIs and trends.
6. Build capability: Recruit and coach QC Inspectors/Coordinators; deliver training; partner with union stewards and foremen; align with PMs/estimators to plan for quality.

• Reports To: Senior Director of Capital Project Operations
• Department: Quality Assurance & Quality Control
• Travel Requirement: Up to 40% – Project sites, client facilities, fabrication shops
• Union Context: Non-union management position; oversight of union craft workforce

Qualifications

Education

• BS in Mechanical Engineering, Construction Management, or related discipline preferred.
• AS degree with relevant experience considered; or HS/GED with 12+ years progressive industrial piping quality management.

Experience

• 8+ years in QA/QC for industrial piping construction/fabrication.
• 5+ years leading QC on union projects.
• Demonstrable leadership of ASME B31.1/B31.3 programs.
• Strong preference for pipe fabrication shop experience.
• Knowledge of CBAs and construction labor relations.

Licenses & certifications

• AWS Certified Welding Inspector (CWI) — Required.
• ASME Inspector qualification or equivalent — Strongly preferred.
• ASNT Level II/III in RT, UT, MT, and/or PT — Preferred.
• API 570 — Preferred.
• OSHA 30-Hour Construction — Required (obtain within 90 days if not current).

Technical mastery

• ASME B31.1, B31.3, B31.9; ASME Section IX; AWS D1.1/D1.6; OSHA 1910/1926.
• QMS/ITP/WPS/PQR authorship; NCR/CAR/PAR systems; material control and traceability.
• Procore and Bluebeam or similar construction/document control software.
• Interpret P&IDs, isometrics, and fabrication/engineering drawings.
• NDE methods and acceptance criteria.

Working conditions

• Office and field mix across industrial plants, refineries, power generation, and commercial sites.
• Weather exposure, heights, confined spaces, industrial hazards; PPE at all times on site.
• Climb ladders/scaffolding; work at elevation; navigate tight spaces; prolonged standing/walking.
• Valid driver’s license; reliable transportation for local site travel.
