Picture this: it is pre-bid week for a state-funded roadway and utility upgrade. You have walked the site, studied special provisions and geotechnical data, and aligned your internal team on risks and opportunities. As our Preconstruction Estimating Manager, Civil Infrastructure, you lead the charge to convert complex information into clear quantities, sound productions, and a compelling, compliant proposal across roadway, drainage, storm sewer, water and sanitary utilities, and structural concrete. Your work fuels projects for municipal, county, utility authority, state-funded, and private development owners.

How you will lead

• Dissect plans, standard specifications, special provisions, geotechnical reports, and addenda to define scope, risk, and the path to a competitive price.
• Execute precise quantity takeoffs for roadway, drainage, storm sewer, wet and dry utilities, concrete flatwork, and structural concrete with Bluebeam and Excel.
• Build comprehensive HeavyBid estimates grounded in production history, crew performance, historical cost trends, and owner bid item structures.
• Strategize, solicit, and level subcontractor and supplier quotes; align scopes across diverse public and private owners.
• Champion compliance with DBE, HUB, EEO, and other participation requirements while preserving bid competitiveness.
• Continuously tune pricing libraries for labor, equipment, and materials to reflect market and past performance.
• Assemble complete bid packages: itemized bid tabs, proposal forms, schedules of values, and all submittal documents.
• Partner with Project Managers, Superintendents, and Division Leaders to validate constructability, schedule drivers, and risk exposure.
• Serve as the primary point of contact for vendors and subs, managing solicitations, scope clarifications, and compliance documentation.
• Maintain rigorous organization of estimating logs, proposal calendars, and digital file structures.
• Elevate standards by refining SOPs, templates, workflows, and training resources; mentor Estimators and Junior Estimators.
• Participate in pre-bid meetings, site visits, owner conferences, and internal strategy sessions to shape the win plan.
• Support budgeting, negotiated work, and change order pricing as needs arise.
• Contribute wherever needed to advance the estimating department’s goals.

What sets you up for success

• Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred.
• 7+ years of heavy civil estimating experience across roadway, utilities, drainage, and structural concrete.
• Public infrastructure estimating background for municipal, county, utility authority, or state-funded owners; TxDOT familiarity preferred.
• Expert-level command of HeavyBid, Bluebeam, and Microsoft Excel.
• Deep knowledge of public bidding structures and participation programs (DBE, HUB, EEO) and how to compete effectively.
• Demonstrated ability to analyze scope, perform detailed takeoffs, produce complete proposals, and inform strategy.
• Excellent communicator with project teams, subcontractors, suppliers, and public agency stakeholders.
• Highly organized and deadline-driven; proactive in identifying risk, improving systems, and building institutional knowledge.
• Leadership experience and a passion for mentoring junior estimators.

Work setting and physical demands

Primarily office-based with extended periods of computer use. Occasional field visits may involve standing, walking on uneven surfaces, stair climbing, exposure to outdoor weather, and lifting or carrying up to 20 pounds.
