Job Summary
The position is located in the Office of the State Superintendent of Education (OSSE), Division of Health and Wellness (H& W). The mission of the Division is to support health & wellness by working with schools and community-based organizations to promote positive healthy behaviors and to improve the quality of life for children and youth in the District of Columbia. The Division is committed to excellence, joint accountability, reflective practice, and continuous improvement.
The purpose of this position is to provide advanced level analysis pertinent to policies, including its formulation, implementation, and monitoring.
Duties and Responsibilities
Provides advanced level policy related assistance, guidance, and advice to local education agency officers and staff to ensure appropriate policy implementation. Serves as a team lead in policy related projects or special assignments. Drafts and edits state level policy guidance. Performs policy-related functions related to supporting other units and divisions within OSSE as directed.
Provides program consultation in the development of OSSE''s Health and Wellness Data System. Consults with internal and external stakeholders to align District practices with reform efforts. Analyzes and researches federal and state regulations to make an informed best practices recommendations. Represents the Division in intradepartmental and interagency policy related initiatives.
Qualifications and Education
Must possess at least one (1) year of specialized experience equivalent to the grade 12 level in the District of Columbia service or its equivalent.
Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including, but are not limited to, providing advanced level policy related assistance, guidance, and advice to local education agency officers and staff to ensure appropriate policy interpretation and implementation; leading a team in policy related projects or special assignments; or other similar work.

Working Conditions/Environment
Work is normally performed in-person in an office environment. Occasionally, the incumbent may be required to visit various locations within the District of Columbia.

Promotion Potential: No known promotional potential
Duration of Appointment: This is an Education Service (ES), "At-Will" Appointment. All positions and appointments in the Education Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not covered under a collecting bargaining agreement.
Position Designation: This position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Emergency Designation: This position is designated as emergency and you are agreeing to adhere to the policies in sections 1271 and 1274 of DPM Chapter 12, regarding Essential/Emergency employees. As an emergency employee, you will be required to either report to work, stay at work, or telework (if directed to do so) during a declared emergency or during a period of non-emergency where your duties have been deemed as critical District government functions/operations. You may be required to perform other duties outside of your position description during a period of a declared emergency (such as manual labor, shelter services, etc.).
Residency Preference: Applicants claiming "Residency Preference" will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
