About the Role

The Bend Police Department is accepting applications for one (1), full-time Limited Term Wellness Administrator anticipated assignment to last up to three (3) years. This is an FLSA Exempt (overtime in-eligible), non-represented position.

The Wellness Administrator will play a pivotal role in shaping the future of wellness, resilience, and support within our agency. This dynamic position leads the development, implementation, and long-term sustainability of the department's comprehensive Wellness Program-driving innovative, evidence-based initiatives that strengthen the physical, psychological, and emotional wellbeing of all personnel.

What Youll Do

As the Wellness Administrator you will:

  • Design, implement, manage, and evaluate the Police Department Wellness Program, including evidence-based training, services, curricula, classes, speakers, and fitness assessments that promote physical and behavioral health, wellness, and resilience.
  • Develop, recommend, and implement wellness-related policies, procedures, referral pathways, and operational protocols aligned with department goals and regulatory requirements.
  • Identify funding sources, assist with budget development, and collaborate with Command, Managers, and leadership on grant applications and reporting; evaluate and select community partners and service providers, and manage contracts, performance, and expenditures.
  • Perform ongoing assessments to identify wellness needs, service gaps, and barriers to access; track participation, evaluate effectiveness, and ensure compliance with evidence-based standards; and stay current on laws, standards, and best practices affecting first responder wellness, implementing required program adjustments.
  • Deliver support services consistent with program protocols, including short-term intervention, on-scene crisis support, and post-incident response; serve as liaison between employees and external clinicians, coordinating referrals, resource access, and follow-up after debriefings.
  • Oversee and manage the peer support team using industry best practices; conduct training and informational sessions; and collaborate with the Police Department Training Division on training, communication, and strategies.
  • Develop communication strategies to increase awareness and participation; prepare statistical summaries, attendance records, and equipment inventories; maintain directories of health, behavioral health, and fitness resources; and perform other duties as assigned.

  • Analyze and interpret complex information and situations quicky and objectively, determine proper course of action.
  • Maintain ethical and confidentiality, documentation, and compliance requirements applicable to wellness programming, referrals, and sensitive employee support services.
  • Use independent judgement and knowledge to make appropriate operating decisions, resolve operational problems, and conflicts.
  • Ability to work within a defined chain of command in a fast paced and high stress public safety environment.
  • Establish and maintain cooperative and effective working relationships with all levels of the Police Department and City, including community partners and community members.
  • Developing, administering, and maintaining compliance with Applicable Police Departments and City policies and procedures, ethical standards, and local, state, and federal regulatory requirements.
  • Communicate effectively verbally, in writing and through numerous forms of media, to audiences of various social, education, economic, ethnic, and cultural backgrounds.
  • Highly effective working both independently and within a team environment.

Minimum Qualifications:

  • Bachelors Degree or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description; AND
  • 2 to 3 years' experience in a similar position and/or performing similar tasks; OR
  • Any combination of experience and training that would provide the knowledge and abilities is qualifying.

Required Licenses & Certifications:

  • Ability to successfully pass a comprehensive background investigation, including a criminal history check.
  • Current and valid Driver's License per City policies outlined in the Employee Handbook.
  • Ability to obtain Criminal Justice Information Systems (CJIS) Certification.

Preferred Qualifications:

  • Experience working with first responders.
  • Certification from an Accredited Wellness Program.

Work Environment:

Work is primarily performed in a professional office environment, with regular use of computers and other standard office equipment. Work involves extended periods of sitting, standing, and working at a computer station.
